About this file
This is an Addendum document issued by the Texas Parks and Wildlife Department (TPWD) for Solicitation Number 802-26-69617 concerning Body Worn Cameras with Accessories and Cloud Storage. The solicitation requests 700 body-worn cameras to be individually assigned to specific personnel across TPWD's Law Enforcement Division (game wardens) and State Parks Division Law Enforcement (State Park Police Officers). The addendum extends the bid due date from March 18, 2026, at 2:00 PM CT to March 24, 2026, at 2:00 PM CT. TPWD prefers delivery and deployment of the cameras as soon as possible following contract award. The procurement includes docking stations for each individual camera, with approximately 100 supervisors, 5 investigators, and 13 administrators/support staff requiring access to the Digital Evidence Management System in addition to the 700 camera-assigned personnel.
The specifications reference the Axon Body 4 as the baseline requirement; however, equivalent systems meeting or exceeding these specifications will be considered under Texas Government Code Section 2155.067. Prime contractors must provide all hardware, implementation, integration, and training without subcontracting to original equipment manufacturers. A device refresh cycle of 30 months is preferred, though other schedules will be considered. Vendors must propose integration with the Versaterm Records Management System and Computer-Aided Dispatch system used by both divisions, with CAD full deployment anticipated within the calendar year. The vendor remains responsible for fulfilling any remaining warranties after the contract end date of December 30. Bidders must acknowledge receipt of the Addendum and return a signed copy with their bid submission.

Extension of Bid Due Date and Questions and Answers
1) Question: Confirmation whether equivalent body-worn camera systems meeting or exceeding the Axon Body 4 specifications will be considered.
Answer: Per IFB, Section 3) PROPRIETARY SPECIFICATIONS: These specifications and/or requirements are being advertised under Section 2155.067, Texas Government Code. If a competing Vendor believes it can satisfy these specifications, it should respond with its product and explain how the specifications will be adequately met.
2) Question: Whether vendors may partner with an OEM manufacturer for hardware supply while serving as the prime contractor for implementation, integration, and training?
Answer: No.
3) Question: Confirmation of any preferred delivery schedule for the initial deployment of the 700 cameras.
Answer: TPWD prefers to take delivery and deploy the cameras as soon as possible after the contract is awarded.
4) Question: The RFP specifies a requirement for 700 body cameras. Can you please confirm whether these cameras are intended to be individually assigned to 700 specific personnel, or if they will be used from a shared pool among staff?
Answer: The 700 body cameras will be individually assigned to specific personnel.
5) Question: Our solution supports several charging options, including multi-device docking stations. Should our proposal include a docking station for each individual camera, or should docking infrastructure be provided based on operational locations? If docking stations should be provided by location, please advise how many facilities or locations will require docking equipment.
Answer: Bid shall include docking station for each individual camera.
IFB 802-26-69617
Addendum 01
6) Question: Please confirm the preferred device refresh or replacement cycle for body cameras under this program.
Our standard options support refresh intervals of either 30 months or 60 months. Is there a preferred replacement schedule the agency would like vendors to propose against?
Answer: Thirty (30) months is preferred, but other schedules will be considered.
7) Question: Beyond the personnel assigned the 700 body cameras, will additional users require access to the Digital Evidence Management System (e.g., supervisors, investigators, administrators, or support staff)? If so, please provide an estimated number of additional users requiring system access.
Answer: There are approximately 100 supervisors that will need the ability to review other officer’s video (these supervisors are included in the 700 personnel that will be assigned a body camera). There are also approximately 5 investigators and 13 administrators/support staff that will need access to the system but will not be assigned cameras.
8) Question: The RFP references an end date of 12/30. If device warranties extend beyond this date, should vendors structure the proposal term to ensure warranty coverage is fully included, or should the contract end date be treated as a firm cutoff regardless of remaining warranty periods?
Answer: The vendor will be responsible for fulfilling any remaining warranties after the contract date.
9) Question: The RFP references two divisions that will utilize the system: the Law Enforcement Division and the State Parks Division. Do either or both divisions currently use a Computer-Aided Dispatch (CAD) or similar records system to document contacts or incidents? If so, please specify the system(s) in use and indicate whether vendors should propose integration with that system for automated event tagging or metadata association with body camera recordings
Answer: Yes, integration would be preferred. Both, Law Enforcement Division (game wardens) and State Parks Division Law Enforcement (State Park Police Officers) use Versaterm for Records Management System (RMS) and Computer-aided Dispatch (CAD). The CAD has not been fully deployed. Full deployment is anticipated within this calendar year.
