About this opportunity

The Texas State University System is issuing a Request for Qualifications (RFQ) for Architect/Engineer (A/E) professional services on behalf of Sul Ross State University to design Multi-Purpose Building One at the university's new Eagle Pass campus. The procurement seeks design services for a three-story, 40,000 gross square foot inaugural building that will serve as the first permanent structure on the 43-acre Eagle Pass Campus and accommodate approximately 40,000 gross square feet (26,216 assignable square feet) of space across three stories. The building will include a welcome/student services area, administrative offices for vice presidents and deans, campus police facilities, instructional spaces featuring general classrooms, science labs, computer labs, and a library/learning commons, faculty administrative offices, and general support spaces, along with all required infrastructure including utilities, roadways, two parking lots accommodating approximately 350-435 spaces, and outdoor gathering areas. Respondents will be evaluated on six weighted criteria: Respondent's Statement of Qualifications and Availability (10%), Ability to Provide Services (10%), Project Team's Ability to Provide Design and Construction Administration Services (20%), Performance on Past Representative Projects (20%), Knowledge of Best Practices (20%), and Ability to Identify and Resolve Problems (20%). An optional pre-submittal conference is scheduled for April 16, 2026, at 11:00 a.m. at the Eagle Pass campus, with a submission deadline of May 5, 2026, at 2:00 p.m. Central Daylight Time to Sam Houston State University's Procurement & Business Services office. Submissions must include two identical hard copies and two digital copies in Adobe Acrobat PDF format with original signatures on the Execution of Offer document, along with a separate VetHUB Subcontracting Plan attachment. The Owner expects to select the most qualified Respondent by May 22, 2026, with Schematic Design commencing June 22, 2026, and final completion and occupancy targeted for December 15, 2028.

Respondents must comply with multiple Texas state certifications and verifications, including non-boycott of Israel, cybersecurity training program completion, non-discrimination against the firearm industry, prohibition on boycotts of energy companies, and vaccine passport prohibition requirements. The resulting contract will utilize the Owner's Standard Architect/Engineer Agreement for Construction Manager-at-Risk (CMR) projects, which separates the design team and construction manager selection through their respective Requests for Qualifications and Proposals. The project design must comply with current editions of the International Building Code, National Fire Protection Association standards, Texas State University System design guidelines, and Americans with Disabilities Act accessibility requirements. The total Construction Cost Limitation for the project is $35,500,000, funded by Texas State University System capital funds, with the project requiring Board of Regents approval at multiple stages including provision on the Master Plan and completion of the Design Development phase prior to construction initiation. The preliminary project schedule indicates construction commencement in August 2026 with substantial completion anticipated in December 2028.
