About this file
This is Addendum No. 2 to a Request for Qualifications (RFQ) issued by the Texas State University System for Architect/Engineer (A/E) professional services on behalf of Sul Ross State University for the design of Multi-Purpose Building One at the university's Eagle Pass campus. The RFQ (No. 758-26-07022) was originally posted on April 7, 2026, with Addendum No. 1 issued on April 20, 2026, and Addendum No. 2 issued on April 24, 2026. An optional pre-submittal conference was scheduled for April 16, 2026, with qualifications submissions due by May 5, 2026, at 2:00 p.m. Central Daylight Time to Sam Houston State University's Procurement & Business Services office. The three-story, 40,000 gross square foot inaugural building will serve as the first permanent structure on the 43-acre Eagle Pass Campus and will include student services, administrative offices, instructional spaces, labs, library/learning commons, faculty offices, and supporting infrastructure. The Owner expects to select the most qualified Respondent by May 22, 2026, with Schematic Design commencing June 22, 2026, and final completion targeted for December 15, 2028.
Addendum No. 2 addresses seven clarifying questions submitted by respondents regarding submission requirements, past performance qualifications, HUB coordination, commissioning services procurement, and union membership. Key clarifications include confirmation that electronic submissions are not permitted and all submittals must be made in hard copy per Section 1.5 of the RFQ; affirmation that team members may utilize past performance from previous employers if clearly identified and explained; establishment of a 2 percent VetHUB subcontracting goal; identification of Sam Houston State University's HUB Coordinator contact information for HSP inquiries; notification that "TBD" entries are no longer accepted in the Approximate Dollar Amount column of the HSP; confirmation that all project information and addenda are available through the Electronic State Business Daily; clarification that union membership is not required; and specification that the university will procure commissioning services directly at a later date rather than through the A/E contract. Respondents are directed to contact Donna Bryce, Senior Contract Administrator at the Texas State University System (Donna.Bryce@tsus.edu, 512-463-1808), for additional information.
