About this opportunity

Texas State University System (TSUS) is soliciting proposals on behalf of Sam Houston State University for a general contractor to perform civil repairs to the Life Science Building (Project 95915) in Huntsville, Texas, with proposals due March 5, 2026 at 2:00 p.m. A mandatory pre-proposal conference with site tour is scheduled for February 19, 2026 at 2:00 p.m. A HUB Subcontracting Plan is mandatory for all proposals exceeding $100,000, with TSUS goals established at 21.10% for building construction, 32.90% for special trades, 23.70% for professional services, 26.00% for other services, and 21.10% for commodities. Respondents must comply with prevailing wage rates for Walker County, Texas.

The scope includes replacement of sidewalks, construction of a new concrete cheek wall, installation of new area inlets and storm sewer, site preparation with spoils removal to another campus location, and nightly security fencing. The contractor must verify field measurements and existing utilities prior to construction commencement, notify of unmarked utilities, and submit trenching and excavation specifications. Work includes selective demolition, site clearing, earth moving, and concrete paving with specified compressive strength and air content. Storm line work includes either cleaning and jetting of existing 12-inch HDPE pipe or, if unsuccessful, removal and replacement of approximately 115 linear feet of new 12-inch HDPE piping. All materials must comply with referenced ASTM standards for reinforcement, aggregates, admixtures, and curing compounds.

Proposals must be submitted in two separate sealed packages: qualifications with signed execution of offer, and pricing and delivery proposal with a separate sealed HUB Subcontracting Plan. Evaluation is weighted 50% on pricing and delivery and 50% on qualifications including contractor ability, construction team qualifications, past performance, schedule compliance, quality control, safety management, and warranty support. The lump-sum award goes to the respondent offering best value. Respondent names are read aloud on March 5, 2026, followed by public reading of pricing on March 12, 2026, with general contractor selection on March 20, 2026. Contract execution targets April 3, 2026; notice to proceed on material procurement on April 10, 2026; onsite construction commencing May 18, 2026; substantial completion by August 7, 2026; and final completion by September 7, 2026. Liquidated damages are $1,000 per calendar day for delays beyond substantial completion. Respondents must submit a bid bond or certified check equal to 5% of total bid amount. The successful contractor must execute performance and payment bonds in 100% of contract value within ten days of notification.
