About this opportunity
The Texas General Land Office (GLO) issued Request for Proposals (RFP No. 7402-MK) on March 19, 2026, for the manufacture and delivery of two specialized crane barge vessels to support the agency's Oil Spill Division in removing derelict vessels. The solicitation requires the delivery of new equipment only with full manufacturers' warranties, with each vessel meeting rigorous specifications including a maximum length of 22 feet, dual 200 HP outboard engines, comprehensive navigation and sonar electronics, and dual davit cranes rated for 1,000 pounds. One vessel must feature a removable Bimini top for bridge clearance, while the second must have an affixed aluminum T-top, with both requiring custom trailers meeting USCG and TXDOT standards. Vendors must conduct two-day training programs for GLO personnel in two separate regions and arrange a shake-down cruise with simulated working conditions prior to acceptance. The submission deadline is April 16, 2026, at 2:00 p.m. CT, with clarification questions due by March 27, 2026, and anticipated answers released April 1, 2026. Evaluation will occur from April 17 to May 1, 2026, with contract negotiation and execution anticipated by May 29, 2026, and the contract expected to be effective August 31, 2026, and expire upon final inspection and acceptance of all vessels, anticipated prior to August 31, 2027. Evaluation criteria consist of cost (40 percent), demonstrated relevant experience and past performance (30 percent), and proposed methodology and schedule for completion (30 percent). Responses must include company narrative and profile information, technical proposals with detailed specifications and blueprints, minimum three completed similar projects from the past five years with client references, complete litigation history disclosures, and conflict of interest statements, along with proof of Texas Secretary of State registration and IRS verification of employer identification numbers.
No specific set-aside designations or restrictions on types of organizations responding to this procurement have been identified in the solicitation documents. No subcontracting opportunities have been identified as probable, therefore a VetHUB Subcontracting Plan is not required. Respondents must execute all required affirmations and certifications and maintain insurance requirements including $1 million commercial general liability per occurrence, $2 million aggregate, statutory workers' compensation, and U.S. Longshore and Harbor Workers Insurance. No incumbent vendors, current contractors, or existing infrastructure requiring integration have been listed. The RFP does not specify a stated budget range or award value; however, vendors must submit cost proposals on the Contractor's Proposal Form (Exhibit C) that include all labor, materials, equipment, insurance, bonds, travel expenses, and other costs necessary for performance. The GLO reserves the right to make award to the respondent providing the best value to the State of Texas rather than the lowest-priced proposal. All responses must be submitted via Box file upload to the specified GLO link, with any addenda posted to the Electronic State Business Daily (ESBD) website under Agency Code 305.
