About this opportunity

Lamar University, a Texas State University System institution, is issuing a Request for Proposals to procure NCAA Title IX Compliance Education and Advisory Services for its Athletics Department. The consultant will conduct a comprehensive assessment of the University's compliance with federal Title IX requirements, NCAA regulations, and conference standards while identifying compliance risks and recommending institutional practice improvements. Key deliverables include providing qualified staff with expertise in collegiate athletics Title IX compliance, conducting independent training forums in the second semester focused on harassment, discrimination, retaliation, and safe reporting mechanisms for student-athletes, coaches, and administrators, reviewing university resources and processes for addressing misconduct allegations, meeting with campus partners to understand institutional response procedures, providing individual consultations, and submitting formal reports with policy enhancement recommendations. The Statement of Qualifications is limited to fifty printed pages and must be submitted with a completed Execution of Offer document by the February 12, 2026 deadline at 2:00 PM (CDT) to Lamar University Procurement Services in Beaumont, Texas. Evaluation will be based on five weighted criteria: Respondent's Statement of Qualifications and Availability (20%), Respondent's Ability to Provide Services (20%), Respondent's Performance on Past Similar Projects (15%), Project Specific Information (20%), and Respondent's Pricing and Delivery Proposal (25%). The award is projected for March 2, 2026 with contract execution by March 30, 2026, and the contract term shall be one year from execution with options to renew for four additional one-year terms if both parties agree in writing.

While no specific HUB (Historically Underutilized Business) Subcontracting Plan is required, the successful respondent must make good faith efforts to utilize Historically Underutilized Businesses if subcontracting occurs. Required insurance includes General Liability ($1,000,000 per occurrence), Workers Compensation (statutory limits), Automobile ($1,000,000), and Professional Liability ($1,000,000), with endorsements naming Lamar University and the Texas State University System as additional insureds. The pricing proposal must include a lump-sum monthly fee and itemized travel expenses complying with GSA Per Diem Guidelines, with payment terms of net thirty days upon receipt of undisputed invoices. The University retains all work products as "works for hire" and exclusive property, with the successful respondent relinquishing all intellectual property rights to the University. No specific budget range or award value is disclosed in the procurement documents; however, the Master Services Agreement template indicates that compensation will not exceed a specified Contract Amount and is not effective for amounts exceeding one million dollars unless preapproved by the Board of Regents of the Texas State University System.
