About this opportunity
Texas Southern University (TSU) issued a Request for Offer (RFO 717-26-745) on April 14, 2026, seeking comprehensive instructional design, development, and implementation services to create a portfolio of fully online and hybrid courses, including a custom Community Health Worker (CHW) program. The primary deliverables include designing and developing courses natively within TSU's Canvas Learning Management System, creating interactive multimedia-rich content with embedded video segments, developing formative and summative assessments aligned to learning outcomes, and ensuring WCAG 2.1 AA accessibility compliance. The vendor may also optionally provide program administration support encompassing registration workflows, automated communications, and analytics dashboards. TSU will supply course materials, accreditation requirements, and curriculum standards to support development. The contract term spans three to four months with an 8-10 week development cycle expected. Questions must be submitted by April 23, 2026, and proposals are due at 1:00 p.m. Central Standard Time on Tuesday, May 5, 2026. Evaluation criteria are weighted as follows: Experience (25%), Qualifications (20%), Methodology and Approach (25%), References and Client Feedback (10%), and Pricing and Delivery Schedule (20%).
Respondents must comply with all applicable federal and state laws, including restrictions on former state employees, certifications regarding boycotts of Israel and energy companies, discrimination against firearm entities, and COVID-19 vaccination requirements. Submissions must include one paper copy and a flash drive version delivered to the TSU Purchasing Office in Hannah Hall, Suite 333, along with proof of insurance (Workers Compensation and Commercial General Liability with minimum limits of $500,000 per occurrence and $1,000,000 general aggregate), signed Execution of Offer documentation, and Form 1295 (Certificate of Interested Parties) filed electronically with the Texas Ethics Commission. Bidders must disclose any conflicts of interest, past litigation, contract terminations, and compliance certifications. TSU reserves the right to award to multiple vendors, conduct Best and Final Proposals (BAFO), or make no award. No specific budget range or award value is listed in the procurement documents. Bid prices must remain valid for 90 days from the opening date, and payment will be made within 30 days of receipt of goods or services and an uncontested invoice, in accordance with Texas Government Code Chapter 2251.
