About this file
This Addendum 2 document contains Questions and Answers for Texas Southern University's Request for Offer (RFO) 717-26-745 for Online Course and Community Health Worker (CHW) Program Design services. The procurement seeks instructional design and development services for approximately 600 courses in TSU's portfolio, structured in phases of approximately 20 courses per cycle. Standard courses are 16 or 18 weeks in length with 3 credit hours, though some specialized courses may carry 1 or 2 credits. The CHW program consists of approximately 10 courses with licensing requirements to be determined. Courses will be delivered in online and hybrid formats, with hybrid courses mirroring the structure and length of online versions. TSU will provide subject matter experts (SMEs) for course development, though vendors may provide SMEs when faculty are unavailable. The submission deadline is Thursday, May 5, 2026, at 1:00 p.m. Central Standard Time, with questions having been due by April 23, 2026. The contract term spans three to four months with an 8-10 week development cycle.
Pricing should be structured with breakdowns by course, hour, and role, as specified in Addendum 1 Pricing Sheet. Vendors may submit separate proposals for custom-build CHW and off-the-shelf CHW options, which will be evaluated as part of the full proposal. TSU will provide existing course materials as development progresses, though new content development is expected to enhance established courses. Vendors must comply with Executive Order GA-48 regarding foreign adversary restrictions and must be MWBE/SDVOB/VetHUB certified with the State of Texas, though equivalent certifications from other jurisdictions are acceptable. Respondents must demonstrate CPACC-certified accessibility specialists and Quality Matters-certified instructional designers during the proposal stage. Remote service delivery and subcontractor models are acceptable. Vendors must complete business registration and tax compliance with the Texas Comptroller prior to bid submission, obtain a Texas Identification Number, and provide proof of insurance with minimum coverage of $500,000 per occurrence and $1,000,000 general aggregate. All respondents must sign the Executive Order GA-48 Compliance Statement certifying their status and any required disclosures.
