About this opportunity
The Texas Department of Transportation (TxDOT) San Angelo District issued Invitation for Bid (IFB) 601340000064920 for the procurement of NEMA TS/2 traffic signal control cabinets and controllers. The solicitation seeks two units of Econolite Size 6 base-mount signal cabinet assemblies with 16-position configurations per specification DMS-11170, representing a fully actuated, solid-state traffic signal controller meeting NEMA Standards Publication TS 2-2003. Each cabinet assembly must be constructed of unpainted sheet aluminum with minimum 3.2-millimeter thickness, include front and rear access doors, thermostatically controlled cooling fans, surge protection devices meeting UL 1449 standards, and a Malfunction Management Unit with 16 channels supporting 16-phase operation. The controller unit must achieve NTCIP compliance at Conformance Level 2, include Ethernet and multiple serial communication ports, incorporate a high-quality keyboard with 1 million operation-rated lifetime, and feature an alphanumeric LCD display readable from one meter at 45-degree angles. Equipment must include capabilities for railroad and fire emergency preemption, diamond-intersection operation, and closed-loop secondary operation with internal time-based coordination. All equipment must possess a minimum warranty of 95 percent remaining on the manufacturer's standard warranty at invoice submission and include full parts and labor coverage for a minimum of five years from acceptance, including software and firmware updates. Prospective suppliers must pre-qualify materials by submitting one complete signal controller cabinet assembly with comprehensive technical documentation including wiring diagrams, schematic designs, and service manuals at no cost to the Department. The deadline for bid submissions is April 20, 2026, at 3:00 PM Central Time, with questions due by April 8, 2026, and TxDOT responses posted by April 13, 2026. Delivery of signal cabinets must occur between 8:00 AM and 5:00 PM Monday through Thursday at TxDOT San Angelo, 4502 Knickerbocker Road, San Angelo, TX 76904-7509, except on regularly-observed state or federal holidays, with a tentative contract award date of May 8, 2026. Award will be made to the lowest responsive and responsible bidder capable of meeting specifications on a firm, fixed-price, all-inclusive F.O.B. destination basis with freight prepaid and included in unit pricing. If assemblies fail testing, suppliers may make one complete repair on a timely basis and must reimburse the Department for retesting costs, estimated at $1,500 per test, with timely warranty repair return not to exceed 18 calendar days from receipt by the supplier.
This solicitation is advertised as proprietary under Texas Government Code 2155.067, indicating TxDOT believes the requested items are specific to one provider and specification, though responses from qualified vendors offering comparable products are encouraged. No quantity minimums are guaranteed, and TxDOT reserves the right to extend the contract for up to 180 additional calendar days and to obtain products from other sources during the contract term; the contract is not exclusive. Respondents must be registered on the Texas Comptroller of Public Accounts Centralized Master Bidders List (CMBL) with appropriate National Institute of Governmental Purchasing (NIGP) codes selected and must submit bids through the Euna Procurement system at https://txdot.bonfirehub.com/. All responses must include signed execution of bid documents, Texas Family Code Schedule certifications regarding child support obligations and ownership information, acknowledgement of associated addenda, and Employer Identification Number information. Bid evaluation criteria include preferences for Texas-produced supplies, service-disabled veteran-owned businesses, USA-manufactured goods, products from economically depressed areas, recycled and environmentally sensitive materials, and energy-efficient products. Insurance requirements, performance bonds, financial requirements, HUB subcontracting plans, and security requirements are not applicable to this solicitation. No specific budget or award value is disclosed in the solicitation materials; pricing will be evaluated on a competitive basis among responsive and responsible bidders meeting the technical specifications.
