About this file
This is an Execution of Bid document for the Texas Department of Transportation (TxDOT) Invitation for Bid (IFB) No. 601340000064920. The document serves as the binding certification form that respondents must submit with their bid responses and functions as the official acknowledgment of the bidder's authority to enter into a contract with TxDOT. The Execution of Bid requires completion of respondent information including company name, authorized signatory details, contact information, and Employer Identification Number, along with declarations regarding the bidder's qualifications, eligibility, and compliance with applicable state and federal regulations.
The document establishes mandatory certifications and representations required from all bidders, including attestations that bid information is current and accurate, that no improper inducements have been offered to public servants, and that no antitrust violations or unauthorized communications with competitors have occurred. Respondents must certify compliance with Texas resident bidder requirements if applicable, confirm no financial conflicts of interest exist involving IFB preparers, and declare that no former state agency executives with conflicts are involved in the bid. Additionally, respondents must comply with federal terrorism financing restrictions through verification against the System for Award Management (SAM) database and the Office of Foreign Assets Control (OFAC) lists, confirm eligibility under federal disaster relief contracting restrictions, and acknowledge the state auditor's authority to audit all contract funds. The document also outlines preference categories for bid evaluation, including preferences for Texas-produced supplies, agricultural products, USA-manufactured goods, service-disabled veteran-owned businesses, products from economically depressed areas, recycled and environmentally sensitive materials, and energy-efficient products.
