About this opportunity
The Texas Department of Transportation (TxDOT) issued Request for Offer (RFO) Solicitation No. 601320000068289 for on-site upgrade services of Dynamic Message Sign (DMS) controllers in the Austin District. The procurement involves upgrading 2070 controllers to new Skyline DMS controllers across 29 DMS locations distributed throughout multiple highways including IH-35, US-183, LP-1, SH-71, and US-290. Qualified vendors must provide one technician per unit to complete upgrades on Skyline LED VMS model VMSLED-L-3-18F-27x090-IRX units, with work required to begin within 10 calendar days of written authorization and include a one-year performance warranty commencing upon TxDOT acceptance. Vendors must demonstrate a minimum of two years' experience in providing on-site upgrades for Skyline DMS controllers within the past five years, with qualified personnel including both a project manager and technician having minimum two-year experience in the specified services. The technician must be certified to ANSI/AWS D1.2/D1.2M structural welding code for aluminum, and all vendor personnel driving to work locations must possess valid Texas driver licenses with no DUI/DWI incidents within three years and no more than two moving violations within the same period. Pricing is structured as a unit price with all travel, per diem, equipment, materials, software, cabling, and incidentals included in the bid for the two line items: 29 units of DMS controller upgrades and 29 days of on-site technician services. The solicitation was posted on March 23, 2026, with a response deadline of March 30, 2026, and all solicitation information, addendums, questions and answers, and changes will be posted on the TxDOT Procurement Portal via the Euna Procurement website, for which respondents are responsible for monitoring updates.
Respondents must be registered on the Euna Procurement website and listed on the Texas Comptroller of Public Accounts' Centralized Master Bidders List (CMBL) with appropriate National Institute of Governmental Purchasing (NIGP) codes for the services they can provide; existing TxDOT vendors must verify that their CMBL information is current. All respondents must complete and submit a Texas Family Code Schedule certifying compliance with child support obligations under Texas Family Code Section 231.006, as failure to do so may result in the submission being deemed non-responsive, and the state reserves the right to terminate any resulting contract and withhold payment if certification proves inaccurate. Vendors must also submit an Assumptions Schedule and Exceptions Schedule identifying any assumptions or deviations from solicitation requirements, maintain Certificate of Insurance (Form 1950) with minimum coverage requirements including Workers' Compensation at statutory limits, Commercial General Liability of not less than $600,000 per occurrence, and Commercial Automobile Insurance of $600,000 combined single limit, and provide detailed disclosure of any Artificial Intelligence functionality incorporated into solutions with a minimum 45-day notice prior to implementing new AI functionality during the contract term. Additional services beyond the scope are capped at $10,000 per occurrence and must be billed at the same rates bid by the respondent. The solicitation does not specify an overall contract award value or budget range in the available documentation; however, pricing should be submitted for 29 units of controller upgrades and 29 days of technician services on the provided pricing schedule in Excel format, with all failure to submit in the required format resulting in a non-responsive response.
