About this opportunity
The Texas Commission on Environmental Quality (TCEQ) Air Monitoring Division is soliciting bids for the procurement of one Mass Flow Terminal, specifically a Molbox2-A700K model manufactured by Fluke Electronics (Part #6074904) or an equal alternative, under Request for Bid 582-26-15424. The equipment serves as a primary flow standard for the TCEQ Calibration Laboratory to calibrate and verify secondary equipment in air monitoring networks. The mass flow terminal must be new and of current production, featuring manufacturer's standard parts and accessories along with comprehensive hardcopy and digital manuals containing operating instructions, circuit descriptions, maintenance procedures, and safety information. Technical specifications are stringent, requiring compatibility with TCEQ's existing molbloc-L laminar flow elements, power specifications of 85-264 V ac at 47-440 Hz with maximum 18 VA consumption, operating temperatures between 15°C and 30°C, and pressure/temperature sensors with defined measurement uncertainties including absolute pressure measurement uncertainty of 0.01 percent of reading or 0.003 percent of span and temperature measurement range of 0 to 40°C with 0.01°C resolution. Flow measurement must cover 0 to 100 percent of existing molbloc-L laminar flow elements with a range of 50 sccm to 30 slpm, with resolution of 0.0015 percent full-scale and precision of 0.07 percent of reading. A minimum one-year warranty covering complete system, parts, and labor is required from the date of acceptance. Prospective bidders must submit questions regarding specifications by March 24, 2026, at 12:00 PM CST, with sealed bids due March 31, 2026, at 2:00 PM CST at the TCEQ facility located at 12100 Park 35 Circle, Building B, Austin, TX 78753. Upon receipt, goods will undergo testing for up to forty-five days, with payment due within thirty days after successful completion of testing or upon invoice receipt, whichever is later.
Bidders must comply with all TCEQ terms and conditions and applicable Texas purchasing regulations. All bids require manual signature from an authorized representative, and failure to sign will result in disqualification. Bidders must complete all required fields on the RFB form, including Vendor ID Number, Firm Name, address information, telephone and fax numbers, DUNS Number, and Federal Employer Identification Number (EIN), as an EIN is mandatory prior to payment under any awarded contract. Bidders may claim preferences under 34 TAC Rule 20.38 and should indicate delivery timeframe and cash discount percentages if applicable. Texas-based bidders must qualify as such under 34 TAC Rule 20.32(68) to receive any applicable state preference considerations. Bidders must certify compliance with numerous statutory requirements, including that they do not boycott Israel and are not engaged in business with Iran, Sudan, or foreign terrorist organizations as defined under Texas Government Code Sections 806.031, 807.051, or 2252.153. Bid prices must remain firm for 30 days from the bid opening date, delivery must be completed within 14 calendar days unless otherwise specified, and all pricing must be quoted on an "F.O.B. destination, freight prepaid and allowed" basis excluding state sales tax and federal excise tax. No specific award value or budget range is disclosed in the solicitation documents.
