About this file

This attachment to Solicitation Number 582-26-15424 outlines specifications for a mass flow terminal to be procured by the Texas Commission on Environmental Quality (TCEQ) Calibration Laboratory. The solicitation requests a gas flow calibrator with mass flow elements, specifically a MOLBOX2-A700K Flow Terminal or equivalent, to be used as a primary flow standard for calibrating and verifying secondary equipment in air monitoring networks. The equipment must be new, of current production, and include manufacturer's standard parts and accessories along with comprehensive hardcopy and digital manuals containing operating instructions, circuit descriptions, maintenance procedures, and safety information. Upon receipt, the goods will undergo testing for up to forty-five days, with payment due within thirty days after successful completion of testing or upon invoice receipt, whichever is later.

The specifications establish strict technical requirements including compatibility with TCEQ's existing molbloc-L laminar flow elements, power specifications of 85-264 V ac at 47-440 Hz with maximum 18 VA consumption, operating temperatures between 15°C and 30°C, and a data port with RS-232 serial connector. The calibrator must feature pressure and temperature sensors with defined measurement uncertainties: absolute pressure measurement uncertainty of 0.01 percent of reading or 0.003 percent of span (whichever is greater) with a calibrated range of 0 to 87 psia, and temperature measurement range of 0 to 40°C with 0.01°C resolution. Flow measurement must cover 0 to 100 percent of existing molbloc-L laminar flow elements with a range of 50 sccm to 30 slpm, with resolution of 0.0015 percent full-scale and precision of 0.07 percent of reading. A minimum one-year warranty covering complete system, parts, and labor is required from the date of acceptance following the testing period.

Attachment A Specifications for Mass Flow Terminal

Description:

The Calibration Laboratory is required to use a gas flow calibrator with mass flow elements as a primary flow standard in order to calibrate and/or verify secondary equipment used in the air monitoring networks. The equipment must maintain defensible data and direct traceability to National Institute of Standards and Technology (NIST).

Manufacturer/Model No. or Equivalent:

Catalogs, brand names or manufacturer's references listed in the Minimum General Specifications indicate type and quality required. Brands of like nature and quality will be considered. If proposing other than the referenced brand/model number, respondent must show manufacturer, brand or trade name, product number, and provide complete descriptive information of product offered, including product operating and service manual with response.

Minimum General Specifications:

A. Gas Flow Calibrator: MOLBOX2-A700K Flow Terminal or equivalent

1. The gas flow calibrator must verify flows in which the gas flow being verified consists of gases that are noncorrosive, noncondensing, noncombustible, and less than 70% humidity.

2. Must be compatible with TCEQ’s current molbloc-L laminar flow elements

3. Flow through the elements must be from <1 standard cubic centimeters per minute (sccm) to >5000 standard liters per minute (slm)

4. Air must be a supported media.

5. The calibrator must have power requirements of 85 V ac to 264 V ac, 47 Hz to 440 Hz, 18 VA max consumption.

6. The unit must operate between 15°C and 30°C.

7. Storage temperature must be between -20 °C to 70 °C.

8. The unit must operate at atmospheric pressure.

9. A data port with serial RS-232 connector must be present.

10. Communications with the TCEQ existing equipment (molbloc-L laminar flow elements) and the molbox2 must permit the erasable programmable read-only memory (EPROM) to be read by the molbox12.

11. The calibrator must have pressure and temperature sensors in the flow stream to accurately calculate volumes.

Solicitation Number: 582-26-15424

12. Pressure measurement must be made via a Quarts-Reference Pressure Transducer (RPT) – Oscillating quartz crystal with mechanical bellows.

13. The calibrated pressure range (full scale) must be 0 to 87 psia.

14. The absolute pressure measurement uncertainty must be less than or equal to ± (0.01 % of reading or 0.003 % Q-RPT span, whichever is greater).

15. The Differential pressure (with tare) measurement uncertainty must be less than or equal to ± (8.4 Pa (0.0012 psi) or 0.032 % ΔP, whichever is greater)

16. The temperature measurement must have a range of 0 to 40°C and a resolution of 0.01°C.

17. The flow measurement range must cover 0 to 100% of existing TCEQ molbloc-L laminar flow elements (50sccm to 30 slpm).

18. The flow measurement resolution must be 0.0015% full-scale.

19. The flow measurement precision must be 0.07 % of reading, ±0.007 % full-scale under 10 % full-scale.

SPECIAL TERMS AND CONDITIONS

B. All equipment must be bid new, of current production and must include the manufacturer’s standard parts and accessories.

C. At least one (1) hardcopy and / or one (1) digital manual shall accompany each instrument. The manuals shall include complete operating instructions, circuit descriptions, theory of operation, location of controls and switches, maintenance, and service instructions. The manual shall include schematic diagrams, lists of commonly replaced parts, warnings and safety precautions, etc.

D. Warranty period: complete coverage of system, parts and labor for a minimum of one year from date of acceptance following the testing period as described in Section E below.

E. The goods or materials ordered with this request will be tested upon receipt. Testing will occur by comparing flow data against a secondary primary standard at various flow rates.

Testing will not take more than forty-five (45) days. Payment will be made within thirty

(30) days after tests have been completed and goods or materials are found to meet specifications or the day that the invoice for goods or material was received, whichever is later.
