About this opportunity

The Texas Department of Agriculture Purchasing and Contracting Office is requesting bids for the installation of hoist and trolley equipment at TDA's Metrology Laboratory in Giddings, Texas, with bids due June 24, 2026 at 3:00 p.m. CT. A 26 percent HUB (Historically Underutilized Business) subcontracting goal applies; all bidders must submit a completed HUB Subcontracting Plan regardless of subcontracting intent.

The scope includes removal of two existing 700 series Shawbox hoists and installation of two new 800 series Shawbox hoists (or equivalent) with trolleys suitable for mounted collectors on both sides. The primary trolley requires a 25-foot span and 18-foot lift height at 460 VAC; the secondary drive-thru trolley requires a 14-foot span and 18-foot lift height at 460 VAC. Each hoist must have a minimum 3-ton capacity with dual-speed electric wire rope operation, minimum lift speed of 18 feet per minute, and overload protection. Bidders must include all costs for materials, labor, installation equipment (crane, forklift, etc.), delivery with F.O.B. destination pricing, and a minimum one-year warranty covering parts and labor. Place of performance is Giddings, Texas.

The contract term runs from the effective date through August 31, 2027. Bidders must provide three references from similar work completed within the past year and submit a cost price sheet in the format specified by TDA. TDA reserves the right to award to a single or multiple bidders based on best value consideration.

Questions are due June 5, 2026. Vendor selection is anticipated July 10, 2026. No pre-proposal conference is scheduled. Bidders must demonstrate financial responsibility, maintain appropriate insurance coverage per Exhibit L (including $1 million general liability, $1 million auto liability, and $1 million umbrella coverage), be current with Texas business filings and taxes, hold a Texas Identification Number, and comply with state and federal accessibility, ethics, and conflict-of-interest requirements. Respondents must also certify compliance with DEI prohibitions (Exhibit O) and complete debarment certification and key contracting persons disclosure statements.
