About this opportunity
The Texas Department of Agriculture is requesting proposals for qualitative respirator fit testing services under RFP Solicitation #5510000951, with responses due July 3, 2026, at 3:00 PM CT and a pre-proposal conference on June 11, 2026, at 1:00 PM CT. A VetHUB subcontracting plan is mandatory for all respondents when subcontracting opportunities are probable and contract value may exceed $100,000.
The scope encompasses OSHA-compliant respiratory protection screening services delivered to TDA inspectors and personnel at eleven service locations: Austin, San Antonio, Dallas, Houston, Fort Worth, College Station, San Juan, Corpus Christi, Lubbock, El Paso, and Amarillo. Deliverables include mandatory OSHA respirator medical evaluations administered by physicians or licensed healthcare providers, qualitative fit tests, pulmonary function tests via spirometry, and respirator physicals as determined necessary. All testing results must be provided in secured digital or electronic format via a secure web portal. The contractor must comply with 29 CFR 1910.134 and maintain TX-RAMP or NIST SP 800-53 compliance for data security, including encryption of personally identifiable information, quarterly vulnerability scanning, immediate breach notification with 72-hour resolution, and SOC 2 - Type 2 annual reports.
The initial contract term runs from the effective date through August 31, 2027, with three optional one-year renewal periods available at TDA's sole discretion through August 31, 2030. Cost proposals must include hourly rates for each deliverable, inclusive of all labor, materials, and travel expenses, with pricing escalation calculated using the Consumer Price Index formula during renewal periods.
Evaluation criteria apply best-value weighting: Respondent Past Performance, Qualifications & Experience (30%), Proposed Plan for Providing Services (40%), and Reasonableness of Proposed Cost (30%). Respondents must submit three references from entities served within the past three years, demonstrate current Texas business filings and identification compliance, and maintain comprehensive insurance including workers' compensation at $1,000,000 per accident, commercial general liability at $1,000,000 per occurrence and $2,000,000 aggregate, professional liability at $1,000,000, and cyber/privacy liability at $1,000,000 per claim and aggregate. Written questions are due June 15, 2026, at 3:00 PM CT. TDA reserves the right to award to single or multiple respondents and may request Best and Final Offers or oral presentations.
Respondents must certify compliance with Executive Order 14151, Texas Governor's Executive Order GA-55, and Commissioner Sid Miller's directive prohibiting DEI policies and practices. All standard compliance exhibits apply, including debarment and suspension certification, lobbying certification, key contracting persons disclosure, and financial and organizational capacity attestation.
