About this file
This is Addendum Number 1 to a Request for Proposals issued by the Texas Department of Agriculture for qualitative respirator fit testing services under Solicitation Number 5510000951, dated June 17, 2026. The addendum addresses questions and answers from potential respondents regarding the solicitation requirements. The Texas Department of Agriculture historically conducts approximately 65 qualitative respirator fit tests annually, with projections of 65 to 70 tests required annually to accommodate new hires throughout the fiscal year. The original proposal deadline is July 3, 2026, with the initial contract term extending from the effective date through August 31, 2027, followed by three optional one-year renewal periods through August 31, 2030. The solicitation requests proposals for OSHA-compliant respiratory protection screening services to be delivered at eleven service locations across Texas: Austin, San Antonio, Dallas, Houston, Fort Worth, College Station, San Juan, Corpus Christi, Lubbock, El Paso, and Amarillo.
The addendum clarifies that TDA will consider proposals from qualified vendors offering mobile fit-testing services, though the department prefers vendors capable of providing services accommodating geographically dispersed employees, including access to clinic locations or other service delivery options near employee work locations. Vendors should address how services will be provided for both scheduled group testing and individual employee testing needs, with service models designed to minimize employee travel and ensure timely access to fit testing services statewide. The incumbent contractor is Quick Labs LLC. The addendum also confirms that all submission checklist requirements remain mandatory, including appropriate Texas business registration documentation or proof of subcontractor standing, and that respondents using subcontractors must complete Exhibit B and comply with VetHUB subcontracting plan requirements.

5 Section I, Paragraph
5.1 (A & B), PDF
To minimize state employee travel expenses, vehicle mileage, and operational downtime, will TDA accept proposals from qualified vendors who provide a 100% mobile medical unit solution to batch-test safety personnel on-site at regional
TDA offices?
Capitol Medical Service (CMS) has a proven track record of managing largescale, multi-site statewide operations for Texas state agencies and major organizations. We currently hold the TxDOT Statewide contract for First Aid, CPR, AED, and BBP Training, demonstrating our established logistical capability to service all regions of Texas. Additionally, CMS was recently awarded a mobile fit-testing contract with Southwest Key Programs (SWKP), where we successfully mobilized and performed approximately 800 N95 fit tests across 28 different locations spanning Texas, Arizona, and California within a strict 45-day timeframe (including full respiratory clearance workflows, PFTs, vitals, and
EKGs). Given our established capability to seamlessly deploy fully equipped mobile medical units across all 11 specified Texas cities (including Amarillo, TDA will consider proposals from qualified vendors offering mobile fit-testing services;
however, TDA employees are located throughout Texas, and TDA would prefer vendors to be capable of providing services in a manner that accommodates geographically dispersed employees, including access to clinic locations or other service delivery options near employee work locations not limited to TDA regional offices.
Vendors should address how services will be provided for both scheduled group testing and individual employee testing needs. For example, if a newly hired employee requires respirator fit testing and
Lubbock, El Paso, and San Juan), will TDA allow a mobile deployment delivery model?
Given our readiness to seamlessly deploy fully equipped mobile medical units across all 11 specified Texas cities (including Amarillo, Lubbock, is the only employee needing testing in a particular area, the vendor should identify whether mobile services would be available for a single employee or whether the employee could be referred to a nearby clinic or testing location.
The service model should minimize employee travel and ensure timely access to fit testing services throughout the State of Texas.
Proposals will be evaluated based on their ability to meet the requirements on the evaluation criteria of the solicitation and support statewide service delivery.
