About this opportunity
The Cancer Prevention and Research Institute of Texas (CPRIT) is requesting proposals for Fraud, Waste, and Abuse Reporting Services with proposals due June 30, 2026 at 2:00 p.m. Central Time under RFP 542-26-003.
The scope is a 24/7/365 confidential hotline accessible by phone and web, supporting named and anonymous reporting from CPRIT employees, grant recipients, and the general public. The service must include a dedicated toll-free number, a web-based reporting portal, and customized interview capabilities aligned with CPRIT's scripting requirements.
The contract term runs from the award date through August 31, 2027, with three optional one-year renewal periods available through August 31, 2030, contingent on mutual agreement and legislative funding. Pricing adjustments at renewal are capped at 10 percent of the prior year's total; additional post-award services cannot exceed 25 percent of the total contract amount. CPRIT reserves the right to award multiple contracts and to negotiate all pricing prior to award.
Evaluation weights are qualifications and technical capabilities (30 percent), pricing (40 percent), indicators of probable performance and company experience (15 percent), and references and past performance history (15 percent). Respondents must provide three client references from organizations where similar hotline services were delivered. CPRIT will conduct reference checks through the Texas Comptroller's Vendor Performance Tracking System.
Vendors must maintain Commercial General Liability and Workers' Compensation insurance with minimum limits of $1 million per occurrence and $2 million aggregate, comply with E-Verify employment verification, exclude themselves from debarment lists, maintain drug-free workplace standards, complete cybersecurity training, and comply with state and federal requirements including a prohibition on boycotting Israel. CPRIT reserves the right to terminate contracts with 60 days' notice without penalty, or immediately for cause upon 30 days' written notice of non-performance. All payments are contingent on legislative appropriations. No pre-bid conference or site visit is scheduled.
