About this opportunity

The Texas Department of Public Safety (DPS) is issuing an Invitation for Bids (IFB No. 26R0013253) for a blanket contract to supply complete gun cleaning kits to Trooper Trainees during their Recruit Class and upon graduation from the Academy. Each kit comprises 17 distinct components, including a hard plastic storage box, universal cleaning rod with multiple attachments, safety glasses, hearing protection, gun cleaning solvents and oils, and various brushes, jags, patches, and chamber cleaning components compatible with rifles, shotguns, and handguns. DPS anticipates approximately 160 recruits per class with 2-4 schools per year, with Release Purchase Orders issued for each Recruit Class. Bidders must submit electronic responses by 5:00 P.M. Central Time on May 14, 2026, to DPS_Solicit_Response@dps.texas.gov or via the DPS Online Bid Room, with a question deadline of May 4, 2026, and estimated Q&A posting on May 6, 2026. The contract term is one year from the effective date of April 15, 2026, with DPS retaining the right to extend performance for an additional six-month period. All pricing must be submitted on the Mandatory Pricing Schedule reflecting unit prices for each of the 17 line items across five contract years, with no minimum guarantee and all costs and fees included as the contractor's sole compensation. DPS reserves the right to request samples of the complete gun cleaning kit before award, to be delivered at the vendor's expense, and may award one or more contracts or reject all bids. Bidders must provide evidence of financial resources and ability to perform, including audited financial statements for the last two years or a Dun & Bradstreet Business Information Report, and all bids are valid for 180 days.

Respondents must complete and submit a Historically Underutilized Business (HUB) Subcontracting Plan demonstrating good faith efforts in utilizing Texas-certified HUB vendors for subcontracting opportunities, with four compliance pathways available including exclusive HUB subcontracting, mixed HUB and non-HUB subcontracting meeting agency HUB goals, mixed subcontracting below the goal with required written notice to at least three HUBs and two trade organizations serving disabled veterans, or self-performance of the entire contract. All subcontractors must be identified with their Texas Vendor Identification (VID) numbers or federal Employer Identification Numbers (EINs), approximate dollar values, and expected percentages of contract work. Bidders must also submit completed supplementary forms including the Application for Texas Identification Number (AP-152), Information and Certifications Form addressing HUB status and procurement preferences, Request for Taxpayer Identification Number and Certifications (W-9), and Direct Deposit Authorization Form if selecting direct deposit payment. The solicitation documents do not specify a particular incumbent vendor or identified current contractor. Contractors must comply with DPS Standard Terms and Conditions, which include payment terms governed by the Texas Prompt Payment Act, seven-year record maintenance requirements post-termination, comprehensive ownership of all work products and intellectual property by DPS, E-Verify employee eligibility verification, CJIS compliance, Drug-Free Workplace Act compliance, and various state and federal anti-discrimination and ethics requirements. No specific award value or budget range is disclosed in the solicitation materials; pricing is vendor-determined and submitted competitively on the Mandatory Pricing Schedule.
