About this file

This is a vendor information exhibit for the Texas Department of Public Safety (DPS) Online Bid Room, detailing the submission procedures and platform requirements for responding to state solicitations. The document outlines a two-step registration process requiring vendors to register at the DPS Online Bid Room portal before submitting responses electronically. Vendors must allow up to two business days for receipt of login credentials via email following initial registration. The exhibit emphasizes that use of the DPS Online Bid Room is optional, and responses may be submitted through alternative methods identified in the specific solicitation package. All responses must be submitted in accordance with the form and manner requirements specified in the solicitation package on or before the stated response due date and time, with late submissions not accepted under any circumstances.

The document clarifies that technical difficulties or system issues with the DPS Online Bid Room do not constitute grounds for protesting a contract award. Vendors submitting responses through the Online Bid Room receive electronic submission confirmation, which serves as proof of receipt and requires no additional confirmation notification. The exhibit provides links to vendor resources including the Online Bid Room Vendor Tutorial, Vendor User Guide, Frequently Asked Questions, and vendor support contact information to assist with navigation and system access. Vendors are instructed to carefully review the complete solicitation package, including all exhibits, before submission and to direct any solicitation-specific questions to the point of contact identified in the solicitation package rather than to DPS Online Bid Room support.
