About this file
This is an Addendum to Solicitation issued by the Texas Department of Public Safety (DPS) Procurement and Contract Services for Invitation for Bids No. 26R0013253 regarding the supply of complete gun cleaning kits for Trooper Trainees. The addendum extends the bid response due date from May 14, 2026, to May 19, 2026, at 5:00 PM Central Time. Bidders must acknowledge receipt of this addendum prior to the new deadline through one of three methods: completing and returning three copies of the addendum, acknowledging receipt on each copy of the offer submitted, or submitting a separate letter or email referencing the solicitation and addendum numbers. The contract term is one year from the effective date of April 15, 2026, with DPS retaining the right to extend performance for an additional six-month period. DPS anticipates supplying approximately 160 recruits per class with 2-4 schools per year, with each kit comprising 17 distinct components including storage boxes, cleaning rods, safety equipment, solvents, oils, and various brushes and cleaning components compatible with rifles, shotguns, and handguns.
All pricing must be submitted on the Mandatory Pricing Schedule reflecting unit prices for each of the 17 line items across five contract years, with no minimum guarantee and all costs and fees included as the contractor's sole compensation. Bidders must provide evidence of financial resources and ability to perform, including audited financial statements for the last two years or a Dun & Bradstreet Business Information Report, and all bids are valid for 180 days. DPS reserves the right to request samples of the complete gun cleaning kit before award at the vendor's expense and may award one or more contracts or reject all bids. Respondents must complete a Historically Underutilized Business (HUB) Subcontracting Plan demonstrating good faith efforts in utilizing Texas-certified HUB vendors, with four compliance pathways available. Bidders must also submit completed supplementary forms including the Application for Texas Identification Number, Information and Certifications Form, Request for Taxpayer Identification Number and Certifications (W-9), and Direct Deposit Authorization Form if applicable. Contractors must comply with DPS Standard Terms and Conditions, including E-Verify verification, CJIS compliance, Drug-Free Workplace Act compliance, and various state and federal anti-discrimination requirements.
