About this opportunity

The Texas Cyber Command (TXCC) issued Request for Offer (RFO) 371-00014 to establish operational maneuver capabilities on Texas government networks through a managed Full Content Inspection (FCI) solution. This procurement seeks comprehensive cybersecurity infrastructure including security enhancement equipment, network database administration services, software assessment and profiling services, and architectural software for microcomputers that will deliver inline, bi-directional inspection of designated network traffic at production scale with minimal latency and high availability. The deliverables include a complete turnkey solution encompassing all hardware, software, licenses, subscriptions, deployment services, documentation, monitoring, support, maintenance, and updates with no minimum guaranteed compensation. The solution must maintain 99.9% monthly uptime, achieve 30 Gbps minimum throughput per direction with inspection features enabled, and comply with critical security patch deployment within 72 hours of public release. Vendors must submit responses by May 14, 2026 at 3:00 PM CST, with evaluation and negotiations scheduled to commence May 15, 2026 onward. The evaluation criteria are weighted as Technical Requirements and Solution Quality (40%), Vendor Qualifications including past performance and financial resources (30%), and Pricing (30%), with all responses subject to pass/fail reviews for financial stability, HUB Subcontracting Plan completion, vendor performance tracking scores, and compliance with Texas Government Code accessibility standards. The anticipated contract term is one year with three optional one-year renewals at TXCC's discretion.

All vendors must complete comprehensive vendor information and certification forms addressing child support compliance, foreign adversary prohibitions under Executive Order GA-48, non-debarment status, equal employment opportunity compliance, cybersecurity training obligations, and certifications regarding boycotts of Israel and energy companies, with representations being material to contract award decisions. The procurement requires submission of a HUB Subcontracting Plan demonstrating good faith efforts to utilize Texas-certified Historically Underutilized Businesses for subcontracting in the identified NIGP Class/Item code areas, with vendors able to follow compliance pathways including exclusive HUB awards, mixed HUB and non-HUB approaches, or self-performance justifications. Vendors must provide completed Vendor Reference Forms from past customers by May 5, 2026 at 3:00 PM CST and submit VPAT accessibility conformance reports documenting compliance with Section 508 standards and WCAG 2.0 accessibility guidelines. The pricing schedule indicates an estimated total contract value of $1,000,000.00 across the five-year contract period ($200,000.00 per year for the base year and three optional renewals), though this represents a template example with specific pricing to be proposed by respondents. TXCC reserves the right to make single or multiple awards and retains authority to reject any or all responses, with all contract data required to remain stored exclusively within the contiguous United States.
