About this file
This is Addendum No. 2 to a Request for Offer issued by the Texas Cyber Command Chief Procurement Office for Solicitation 371-00014, effective May 8, 2026. The addendum provides revised attachments and exhibits to the original solicitation for a managed Full Content Inspection (FCI) cybersecurity solution. The addendum clarifies that Appendix A - Open Market Terms and Conditions has been renamed to reflect the correct solicitation number with no content changes, and revises Exhibit E to establish a new deadline of May 21, 2026 for submission of Vendor Reference Forms to TXCC. Offerors must acknowledge receipt of this addendum prior to the offer submission deadline of May 14, 2026 at 3:00 PM CST through one of three methods: completing and returning three copies of the addendum with offeror information, acknowledging receipt on each copy of the offer submitted, or submitting a separate letter or email referencing the solicitation and addendum numbers. Failure to acknowledge receipt by the specified deadline may result in rejection of the offer. Any changes to previously submitted offers must be submitted by email or letter with appropriate references and received prior to the opening date and time.
The addendum does not modify pricing terms, evaluation criteria, contract term, or other substantive solicitation requirements, which remain as established in the original RFO. The anticipated contract value is $1,000,000 across a five-year period ($200,000 annually for the base year plus three optional one-year renewals). All vendors must comply with HUB Subcontracting Plan requirements, submit VPAT accessibility conformance reports, and complete vendor certification forms addressing debarment status, child support compliance, foreign adversary prohibitions under Executive Order GA-48, cybersecurity training obligations, and boycott certifications regarding Israel and energy companies. The evaluation will be weighted 40% on Technical Requirements and Solution Quality, 30% on Vendor Qualifications including past performance and financial resources, and 30% on Pricing, with all contract data required to remain stored within the contiguous United States.
