About this opportunity
The State Office of Administrative Hearings (SOAH) in Texas is requesting qualifications for Internal Audit Services under RFQ 360-26-001, with proposals due July 17, 2026 at 5:00 p.m. CST and questions due June 19, 2026. A VetHUB (Veteran Heroes United in Business) Subcontracting Plan is a pass/fail requirement; respondents must demonstrate good faith effort to recruit certified VetHUB subcontractors regardless of contract award.
Respondents must be Certified Public Accountants or Certified Internal Auditors with at least three years of government auditing experience. The scope covers annual audit plan development using risk assessment techniques, implementation of two audits per fiscal year, annual audit reports with findings and recommendations, follow-up activities, and special audits as directed. Deliverables include draft and final audit reports and reporting submissions to oversight entities. Travel to SOAH's Austin office or one of seven field offices is included in scope.
The contract value does not exceed $45,000 per fiscal year. The initial contract term runs September 1, 2026 through August 31, 2027, with SOAH retaining renewal rights for up to three additional one-year periods and one additional year at modified rates. Funding is contingent on Texas Legislature appropriations and delegated from the State Auditor's Office.
Evaluation criteria are scored at 100 points: demonstrated competence, experience, and ability to perform internal audit services (50 points); past performance with state agencies or government and private sector entities (30 points); and likelihood of timely completion (20 points). Financial status and VetHUB good faith effort are evaluated on a pass/fail basis. Cost is not part of the qualifications evaluation but will be assessed for fairness and reasonableness.
Respondents must submit audited financial statements, tax returns, or third-party verified financial assurance, and maintain professional liability and workers' compensation coverage. The successful respondent will be announced on or before August 14, 2026, with the contract signed and purchase order issued by September 1, 2026.
