About this file
This is a Request for Qualifications (RFQ) issued by the State Office of Administrative Hearings (SOAH) in Texas for Internal Audit Services under Solicitation No. 360-26-001. SOAH is an independent state agency established under Texas Government Code Chapter 2003 that conducts administrative hearings and alternative dispute resolution proceedings for over 60 state agencies. The RFQ solicits proposals from qualified individuals or entities (either Certified Public Accountants or Certified Internal Auditors with at least three years of government auditing experience) to provide comprehensive internal audit services including development of annual audit plans using risk assessment techniques, implementation of audit activities, preparation of audit reports, and performance of special audits as directed. Respondents must submit written questions by June 19, 2026, with proposals due by July 17, 2026, at 5:00 p.m. CST. The successful respondent will be announced on or before August 14, 2026, with the contract signed and purchase order issued by September 1, 2026. The initial contract term runs from September 1, 2026, through August 31, 2027, with SOAH retaining the right to renew for up to three additional one-year periods and extend for one additional year at modified contract rates.
Pricing for services is presented in a separate cost proposal (Attachment C) with a total contract amount not to exceed $45,000 per fiscal year unless otherwise agreed. Cost is not part of the qualifications evaluation but will be considered for fairness and reasonableness in SOAH's final assessment. The RFQ requires respondents to demonstrate financial solvency through audited financial statements, tax returns, or other third-party verified financial assurance and to maintain professional liability and workers' compensation coverage. Respondents must complete a VetHUB (Veteran Heroes United in Business) Subcontracting Plan as a pass/fail requirement, identifying potential subcontracting opportunities in accounting, auditing, and CPA services. The evaluation committee will assess proposals based on financial stability, VetHUB good faith effort compliance, competence and qualifications, quality of services, timeliness, and past performance with SOAH or other state and private sector entities. Funding is contingent on appropriations by the Texas Legislature, and the contract is authorized under Texas Government Code Chapters 2003 and 2102, with delegation from the State Auditor's Office for fiscal year 2026, subject to subsequent SAO approval for renewal periods.

SECTION 1: INTRODUCTION
This section provides an introduction and overview of the Request for Qualifications (RFQ) for Internal Audit Services.
The State Office of Administrative Hearings (SOAH) is soliciting proposals from qualified individuals or entities (Respondent) to provide Internal Auditing Services for SOAH as described in Section 6 – Scope of Services.
Established in accordance with Chapter 2003 of the Texas Government Code, SOAH is an independent and neutral agency in the executive branch of State government charged with conducting administrative hearings and alternative dispute resolution proceedings for over 60 state agencies and other governmental entities. These hearings and proceedings are between state agencies or other governmental entities and the people, businesses, or industries they regulate.
Since the commencement of operations in 1992, the Legislature has broadened the scope and nature of SOAH’s jurisdiction, and rarely has there been a legislative session that has not included a transfer or creation of new hearing work to or for SOAH. In addition to mandated transfers of jurisdiction, SOAH holds hearings and dispute resolution proceedings for agencies and other governmental entities that choose to refer cases to it.
SOAH maintains its headquarters in Austin, Texas, with regional offices in Corpus Christi, Dallas, El Paso, Ft. Worth, Houston, Lubbock, and San Antonio. The agency has one satellite office in Waco.
For the 2026-2027 biennium, the full time equivalent (FTE) employee maximum for SOAH is 121.50 for each year, and total anticipated appropriations (excluding fringe benefits) are $13,939,366 (Fiscal Year2026) and (Fiscal Year 2027).
Historically, SOAH has contracted for internal audit services under a delegation of authority from the State Auditor’s Office (SAO or State Auditor) instead of directly employing its own internal audit staff.
