About this opportunity

The Texas Department of Housing and Community Affairs is requesting proposals for a comprehensive, web-based multifamily management system to replace Excel- and file-based processes supporting application intake, underwriting, asset management, compliance monitoring, and workflow management across affordable housing programs including Competitive Housing Tax Credits (9%), Non-Competitive Housing Tax Credits (4%), Multifamily Mortgage Revenue Bonds, and Multifamily Direct Loans, with proposals due June 29, 2026 at 2:00 PM Central Time.

A VetHUB Subcontracting Plan with a 5% subcontracting goal for "other services" is required as a condition of responsiveness. Vendor references are due by the same deadline.

Respondents must demonstrate a minimum of five years of experience implementing solutions for Housing Finance Agencies or comparable public-sector housing organizations and provide references for at least three successfully completed implementations within the past five years. The full system scope encompasses implementation, configuration, customization, testing, training, and ongoing support. Pricing is solicited on a firm fixed-price basis for all required deliverables, with separate annual operating cost pricing for option years (FY 2028–FY 2031) covering software licensing, hosting, maintenance, and support.

The period of performance spans FY 2026 through FY 2027, with Year 1 maintenance and support extending through August 31, 2027. The anticipated award date is July 15, 2026. Evaluation criteria are weighted 35% for deliverables, schedule, and methodologies; 35% for cost; 20% for past performance and qualifications; and 10% for proposed personnel. TDHCA reserves the right to negotiate with multiple top-ranked respondents and may award to multiple vendors. All responses must be submitted through TDHCA's e-Procurement Portal, with vendor registration required prior to submission. An Information Security and Privacy Agreement establishing mandatory security, encryption (256-bit FIPS 140-2 or 140-3), breach notification (24 hours), and data handling requirements applies to all contractors accessing Protected Information.
