About this opportunity
The Texas Comptroller of Public Accounts (CPA) Statewide Procurement Division is issuing Invitation for Bid No. 304T-26-445A1 to procure master tool sets and individual tools for use by the Texas Department of Transportation (TxDOT) and other state agencies and institutions of higher education through the Texas SmartBuy cooperative purchasing system. The procurement encompasses five line items: master tool sets containing a minimum of 1,152 pieces designed for garage and fleet maintenance operations, and discount pricing on hand tools, power tools (battery-powered, air-powered, and corded electric variants), diagnostic tools, and storage solutions. Master tool sets must include extensive hand tools (minimum 315 drive tool pieces, 197 wrenches, 36 screwdrivers, 27 pliers, 105 pullers, 31 punches and chisels, 9 hammers, and 29 drill bits), pneumatic power tools (minimum 6 pieces at 90-120 PSI), diagnostic and specialized equipment (tubing and flaring sets, tap and die sets), and a roll cab with tool chest featuring foam and shadow board organization with locking mechanisms, with reference brands including Snap-on Tools and Mac Tools or equivalents. Respondents must have a minimum of seven years' experience in the professional-grade mechanic tools business within the last ten years, capability to provide sales, distribution, and on-site repairs within 24 hours statewide, and must disclose any tool recalls from the previous three years. The CPA will evaluate responses based on pricing (30 points), respondent qualifications (30 points), and product quality and availability (40 points), with potential awards to multiple vendors for different line items. A pre-proposal conference is scheduled for May 28, 2026, at 10:00 AM CST via Microsoft Teams, with questions due by May 29, 2026, and responses due by June 11, 2026, at 1:30 PM Central Time in Austin, Texas. The initial contract term runs through July 31, 2027, with four renewal options through July 31, 2030, plus an option for one additional year.
The solicitation does not specify set-aside designations for disadvantaged enterprises; however, Attachment C allows respondents to indicate eligibility for reciprocal preferences related to Texas-manufactured goods, service-disabled veteran ownership, recycled materials, energy efficiency, and other preference categories outlined in the State of Texas Procurement and Contract Management Guide. No incumbent vendors or current contractors are identified in the solicitation documents. All products must be new, first-class condition, latest model in current production, and include ten-year warranties (or manufacturer warranty if longer) covering labor, materials, and parts at no charge to customers, with all pricing structured as firm, all-inclusive pricing for master tool sets and firm discounts from manufacturer catalogs for individual tools, including statewide FOB Destination delivery. A 1.5 percent Texas SmartBuy administrative fee applies to all purchases, and annual price adjustments for master tool sets are permitted after the initial term based on the Bureau of Labor Statistics Producer Price Index for Metal and Metal Products. Respondents must maintain minimum insurance requirements of $500,000 in commercial general liability coverage from carriers rated A- or better by AM Best, with specific requirements for additional insureds and waivers of subrogation. No specific contract value or budget range is provided in the solicitation documents.
