About this opportunity
Burnet County, Texas is issuing a Request for Qualifications (RFQ) for comprehensive historic properties inventory, assessment, and land use planning services. The procurement seeks qualified landscape architects, architects, real estate appraisers, or land surveyors to execute a four-component project: inventory and identification of all county-owned historical buildings, sites, parks, and undeveloped land parcels; condition assessment and documentation through on-site inspections with photographic evidence; public engagement to gather community feedback on future site uses; and development of strategic land use planning recommendations. Statements of Qualifications must not exceed 20 pages, excluding resumes and cover letters, and must not include fee proposals. The County will evaluate respondents using a 100-point system weighted as follows: Experience & Competence (35 points), Project Team Qualifications (25 points), Methodology (25 points), and Past Performance (15 points). The deadline for submission of qualifications is April 21, 2026, at 10:00 AM CST, with a questions deadline of April 13, 2026, at 12:00 PM. Responses must be submitted to the Burnet County Auditor's Office at 133 E. Jackson, Burnet, TX 78611, or electronically to bids@burnetcountytexas.org. The point of contact is Megan Schumann, Purchasing Agent, at (512) 756-5412.
The contract is not subject to specific set-aside designations for disadvantaged enterprises, though respondents must comply with Texas HUB policy considerations and provide non-collusion affidavits, family code compliance certifications, and debarment certifications. No incumbent vendors or current contractors are listed for this procurement. The contract shall not exceed $50,000, with costs to be negotiated following selection based on demonstrated competence and qualifications rather than competitive bidding, in accordance with Texas Local Government Code 2254.003. The project is funded through Hotel Occupancy Tax (HOT) revenue restricted for historical preservation and tourism promotion under Texas Tax Code Chapter 352. Selected respondents must provide proof of Professional Liability, General Liability, and Workers' Compensation insurance prior to contract execution.
