About this opportunity
The City of Missouri City, Texas, is issuing Request for Proposal (RFP) 26-082 to procure laboratory testing services for wastewater and water treatment operations across six facilities: Mustang Bayou Wastewater Treatment Plant, Steepbank Flatbank Wastewater Treatment Plant, Regional Surface Water Treatment Plant, Mustang Bayou Water Plant 1, Mustang Bayou Water Plant 2, and City South Service Area. Qualified laboratories must be accredited by the State of Texas under the National Environmental Laboratory Accreditation Program (NELAP) and will be responsible for comprehensive effluent, influent, and distribution system testing including analysis of CBOD, TSS, ammonia nitrogen, total phosphorus, E. coli, pH, dissolved oxygen, toxicity testing (Ceriodaphnia and Pimephales), TOC, HAA5, THM, total coliform, and lead and copper testing at frequencies ranging from weekly to annual intervals. The five-year contract requires turnkey pricing with firm prices during Year 1, with proposers able to negotiate annual percentage increases for Years 2 through 5; all pricing must be submitted on separate Excel spreadsheets for each location with monthly, itemized invoicing and net thirty-day payment terms. The City will evaluate proposals based on purchase price, bidder reputation, service quality, ability to meet City needs, past relationships, compliance with minority and disabled business employment requirements, and total long-term cost, with the right to award multiple contracts. Sealed proposals must be submitted by 3:00 p.m. Central Daylight Time on June 24, 2026, to the City Secretary's Office at 1522 Texas Parkway, Missouri City, Texas 77489. All laboratory testing must comply with Texas Commission on Environmental Quality (TCEQ) requirements and applicable discharge permits and drinking water lab approval forms.
Nonresident bidders may submit proposals only if they underbid the lowest resident bid by the applicable margin as defined in Texas Government Code Chapter 2252, while local bidders with principal places of business in Missouri City may qualify for local preference consideration if their bid falls within five percent of the lowest non-resident bid and the City determines they offer the best value combination including economic development opportunities. All proposers must demonstrate compliance with minority and disabled business employment requirements and submit three customer references documenting prior similar work, a completed Questionnaire addressing debarment, bankruptcy, disciplinary actions, and contract performance history, a Form 1295 Certificate of Interested Party per Texas Ethics Commission requirements, and proof of current insurance. The City is tax-exempt and will not pay taxes; therefore, proposers must not include taxes in quoted prices. No incumbent vendors or specific budget range is identified in the procurement documents. The City reserves the right to award the contract to one or multiple laboratories and will evaluate total long-term cost across the five-year contract period as a key factor in the selection process.
