About this file
This is Amendment No. 2 to Request for Proposal (RFP) 26-082 issued by the City of Missouri City, Texas, for laboratory testing of water and wastewater. The amendment addresses clarifications regarding bidding requirements and liability. The City prefers a primary laboratory responsible for both wastewater and drinking water testing across six facilities: Mustang Bayou Wastewater Treatment Plant, Steepbank Flatbank Wastewater Treatment Plant, Regional Surface Water Treatment Plant, Mustang Bayou Water Plant 1, Mustang Bayou Water Plant 2, and City South Service Area. Testing includes effluent, influent, and distribution system analyses with frequency requirements ranging from weekly to annual intervals. Laboratories must be accredited by the State of Texas under the National Environmental Laboratory Accreditation Program (NELAP) and comply with Texas Commission on Environmental Quality (TCEQ) requirements. The contract term is five years with sealed proposals due by 3:00 p.m. Central Daylight Time on June 24, 2026. The City reserves the right to award to one or multiple laboratories.
According to the amendment, the City does not require bidders to submit on all portions of the RFP; primary laboratories may subcontract any tests they are not accredited to perform or cannot accommodate within required timeframes. No additional liability requirements exist beyond those stated in the original RFP 26-082. Pricing must be submitted on separate Excel spreadsheets for each location with monthly, itemized invoicing and net thirty-day payment terms. Year 1 pricing must be firm, with proposers able to negotiate annual percentage increases for Years 2 through 5. Evaluation criteria include purchase price, bidder reputation, service quality, ability to meet City needs, past relationships, compliance with minority and disabled business employment requirements, and total long-term cost. The City is tax-exempt and will not pay taxes; therefore, proposers must exclude taxes from quoted prices.

AMENDMENT NO. 2
REQUEST FOR PROPOSAL (“RFP”) 26-082
LABORATORY TESTING OF WATER AND WASTEWATER
June 30, 2026
The City of Missouri City (“City”), Texas has issued this Amendment No. 2 to the above-referenced “RFP” for the purposes of answering the following questions that were submitted to the “City” by the specified due date:
Question 1: Does every part of the RFP have to be bid on? (i.e. – Can a lab bid on the wastewater portions of the RFP and not the Drinking Water portions of the RFP (Tab L1 price sheet, L2 price sheet)
Answer 1: The City prefers to have a primary lab that is responsible for both the wastewater and drinking water portions of the RFP. There is no requirement that the receiving lab perform all work, allowing for the primary laboratory to subcontract any tests they either aren’t accredited to analyze or cannot accommodate in the needed time.
Question 2: Is there any additional liability requirement beyond what’s stated in the RFP?
Answer 2: No.
All other terms and conditions specified in RFP 26-082 shall remain the same.
