About this opportunity

Spring Independent School District (Spring ISD) in Houston, Texas is requesting proposals for a district-wide telephone system refresh serving 53 facilities with approximately 5,580 users and 5,600 IP endpoints, with proposals due June 19, 2026 at 12:00 PM CT and questions due June 11, 2026 at 12:00 PM CT.

The scope is a comprehensive, turnkey enterprise telecommunications solution including 1,716 standard office phones, 3,166 classroom phones, 53 front desk phones with 12+ buttons, 53 conference phones with wireless microphones, 182 softphone licenses, and 1,716 DIDs. The solution must migrate from the district's current legacy Mitel MiVoice Connect platform across two data centers and preserve analog endpoints, overhead paging, intercom systems, door phones, fax machines, and specialty devices. Required capabilities include cloud-based management, Enhanced 911 compliance, Kari's Law and Ray Baum's Act compliance, auto attendant functionality, call recording, voicemail delivery to email, PA system integration, and support for existing 10-digit extension numbering. The current environment supports approximately 504 concurrent SIP trunk sessions with local survivable gateways at campus sites.

The estimated contract value exceeds $1 million annually. The initial contract term runs from August 12, 2026 through August 11, 2027, with the option to renew annually for up to two additional one-year terms or extend month-to-month pending re-bidding. Bid pricing must remain fixed for the full initial contract term; price increase requests at renewal are capped at 3% and subject to district approval.

Vendors must demonstrate K-12 experience and prior similar-sized deployments of 50+ sites. Required submissions include Form W-9, company summary, implementation methodology, warranty and post-deployment support details, and references from similar clients within the past three years. Compliance certifications regarding federal debarment, criminal history, employment practices, and conflict of interest disclosures are mandatory. An award recommendation will be presented to the Spring ISD Board of Trustees on August 11, 2026.
