About this opportunity
The Texas Comptroller of Public Accounts issued Request for Qualifications (RFQ) No. 240m on April 17, 2026, to procure independent tax examination services from qualified individuals and firms. The primary objective is to secure independent contractors to conduct comprehensive tax compliance examinations across multiple tax categories, including sales and use tax examinations and mixed beverage tax examinations, as assigned by the Comptroller. Respondents must submit written questions by April 24, 2026, with official responses posted May 1, 2026, and Statements of Qualifications must be submitted electronically by 2:00 p.m. Central Time on May 15, 2026. Qualified applicants must possess a bachelor's degree with a minimum of 24 accounting hours including intermediate accounting and auditing, plus one year of Texas tax auditing or examination experience. Contractors are required to prepare work papers in Comptroller-prescribed formats, complete examinations and reports according to established deadlines, and provide original complete files of work papers for supervisor review and approval. The contract term runs from September 1, 2026 through August 31, 2027, with two optional one-year renewal extensions available, and mandatory orientation is scheduled for July 22-24, 2026. All work under state fiscal year 2027 must be completed by August 15, 2027, and contractors must comply with applicable professional standards, Texas Tax Code provisions, Comptroller audit manuals and policies, cybersecurity training requirements, and confidentiality obligations.
The RFQ excludes existing contractors who received notice of contract renewal through August 31, 2027, and multiple submissions under different entity names result in automatic disqualification. Contractors must maintain specified insurance coverages including a $25,000 Employee Dishonesty Bond, Workers Compensation Insurance, $100,000 Commercial General Liability Insurance, and $500,000 Professional Liability Insurance, with proof of insurance due August 1, 2026. Compensation is structured based on contractor type and examination packages, with individuals or sole proprietors eligible to receive up to $105,600 per state fiscal year, while firms with two or more examiners may receive up to $211,200 per fiscal year. Examination packages are valued at $70,400, $88,000, or $105,600, corresponding to estimated work hours of 1,280, 1,600, or 1,920 hours respectively, with payment issued in $10,000 increments upon successful completion and Comptroller acceptance of examination reports and deliverables. No minimum number of examinations, contracts, or compensation is guaranteed, and the Comptroller reserves the right to reallocate examination packages among contractors based on performance and to achieve geographic coverage across Texas and bordering states. The contract is contingent upon availability of adequate state funding and is subject to immediate cancellation or termination without penalty to the Comptroller or State of Texas.
