The City of San Antonio Public Works Department has issued a Request for Competitive Sealed Proposals (RFCSP) for the construction of the District 3 Aquatics Facility, a 2022 Bond project located at 3110 Roosevelt Avenue in the Mission Drive-In IDZ Subdivision. The procurement encompasses furnishing all labor, materials, services, equipment, and appliances necessary for construction of a swimming pool with related amenities, including parking, drainage, site furnishings, masonry, signage, concrete work, restroom and lifeguard facilities, landscaping, and irrigation. Seven additive alternates are available, featuring a lazy river, pool deck upgrades, shade structures, parking lot additions, facility entrance upgrades, tower slide, and tree planting packages. The scope requires completion of the base bid within 300 calendar days and alternates within 60 calendar days. Evaluation will be based on 100 maximum points distributed across five criteria: Experience, Background, and Qualifications (35 points), Understanding of Project and Proposed Management Plan (25 points), Experience with San Antonio Region & Past Performance (15 points), Price Proposal (15 points), and Small Business Economic Development Advocacy (SBEDA) SBE Prime Contract Program participation (10 points). A non-mandatory Pre-Submittal Conference is scheduled for April 8, 2026, at 9:30 a.m. CT via WebEx, with a site visit at 3:00 p.m. CT the same day at the project location adjacent to the Harvey E. Najim YMCA. Proposals are due Friday, May 8, 2026, at 2:00 p.m. CT through the CivCast online submission platform, with City Council consideration anticipated for August/September 2026.

The solicitation includes provisions for Small Business Economic Development Advocacy (SBEDA) program compliance with documentation requirements and offers opportunities for SBEDA SBE Prime Contract Program participation as an evaluation criterion. Respondents must comply with prevailing wage requirements under Texas Government Code Chapter 2258, with specific rates detailed in Heavy Wage Decision Number TX20260007, and submit multiple required forms including Contracts Disclosure Form, Litigation Disclosure Form, SBEDA Utilization Plan, VOSB Tracking Form, and Local Preference Program Identification Form.
