About this opportunity

The City of San Antonio, Capital Delivery Department, is issuing Request for Proposals (RFP 2026-042) for on-call asbestos abatement and environmental remediation services on an indefinite delivery/indefinite quantity (IDIQ) basis. The procurement seeks qualified firms to provide asbestos-containing materials (ACM) removal, lead-based paint abatement, mold remediation, and regulated industrial waste removal and disposal services for various City facilities and structures scheduled for demolition or renovation, including those with flood, fire, and structural damage. Required qualifications include professional training, experience, and knowledge to manage diverse environmental abatement tasks, with contractors obligated to generate, maintain, and provide waste manifests to the Capital Delivery Department's Environmental Management Division. Proposals will be evaluated on four criteria: experience, background, and qualifications (40 points); understanding of the project and proposed management plan (25 points); experience with the San Antonio region and past performance (20 points); and price proposal (15 points), with the lowest price proposal receiving maximum points using a proportional scoring formula. Key dates include a non-mandatory pre-submittal conference on March 30, 2026, at 9:30 a.m. CT via WebEx; a written questions deadline of April 17, 2026, at 4:00 p.m. CT; and proposal due date of May 1, 2026, at 2:00 p.m. CT via the CivCast online portal. Evaluation and potential interviews are anticipated for May/June 2026, with City Council consideration expected in August 2026. The contract will include a three-year initial term with two optional one-year renewal periods, with some work orders potentially requiring 24-hour response capability and mobilization.

While no Disadvantaged Business Enterprise (DBE) contract goal has been established under the U.S. Department of Transportation Interim Final Rule, the City strongly encourages DBE and small business participation and requires compliance with all federal requirements under 49 CFR Part 26. No incumbent vendors or current contractors are specified in the solicitation materials. Respondents must comply with various state and local requirements, including Texas Ethics Commission Form 1295, campaign finance contribution restrictions during the blackout period beginning April 1, 2026, Contracts Disclosure Forms, Litigation Disclosure Forms, certifications regarding boycotts of Israel and energy companies, and Heat Illness Prevention Acknowledgement Forms. Respondents must also file Conflict of Interest Questionnaire (CIQ and CIQ-A) forms with the Office of the City Clerk within seven business days of becoming aware of facts requiring disclosure. The City anticipates awarding multiple contracts with a combined total contract value not to exceed $4,500,000 across all awarded contracts and contract terms; however, the City does not guarantee any minimum quantity of work, and actual payment will be based solely on documented quantities and established unit prices. Proposals must be submitted online through CivCast and become City property upon receipt.
