About this opportunity
The Heart of Texas Workforce Development Board, Inc. (HOTWDB), in partnership with the Education Service Center, Region 12, is issuing Request for Proposals #13260301 to procure lease space for a workforce center in Hillsboro, Texas. The facility will serve six counties (Bosque, Falls, Freestone, Hill, Limestone, and McLennan) and must provide employment-related services, computerized resource labs, meeting spaces, and training capabilities to employers, residents, and job seekers. The proposed facility must be ready for occupancy no later than August 1, 2026, and must comply with Texas Accessibility Standards and Americans with Disabilities Act requirements while being located in properly zoned areas with proximity to major thoroughfares and public transportation. A mandatory bidders' conference will be held virtually via Zoom on May 19, 2026, at 1:00 p.m., with written questions accepted until 5:00 p.m. that same day. Proposals must be submitted electronically by June 5, 2026, at 1:00 p.m., with evaluation occurring June 5-15, 2026, and award notification expected June 18, 2026. Proposals will be evaluated on a 100-point scale based on facility suitability (40 points), reasonableness of cost (35 points), value-added amenities (10 points), and property management experience and other special conditions (15 points), with a minimum aggregate score of 75 points required for consideration. Proposers must provide at least three references demonstrating lease terms of at least five years, complete floor plans, and full compliance documentation including debarment certifications, drug-free workplace certifications, lobbying certifications, and conflict of interest disclosures.
The RFP does not specify set-aside designations or restrictions limiting responses to particular types of organizations or disadvantaged enterprises. No incumbent vendors or current contractors are identified in the procurement documents. The contract will be awarded as a fixed-price agreement to the highest-ranked responsive bidder following negotiations, with cost evaluation factors including the proposed base lease rate, escalation clauses, utility provisions, maintenance and repair responsibilities, insurance requirements, and relocation costs. The Board reserves the right to renew the lease annually for five years with an additional five-year renewal option, for a maximum ten-year term, without requiring competitive reprocurement. Funding is contingent upon actual receipt of funds from the Texas Workforce Commission and the U.S. Department of Labor, and no specific budget range or award value is listed in the available procurement documents. The Board retains the right to reject any and all proposals, cancel the RFP, or waive irregularities in the bidding process.
