About this file
This document is a Questions and Answers record from a Request for Proposals issued by the Heart of Texas Workforce Development Board, Inc. in partnership with Education Service Center, Region 12, seeking lease space for a workforce center in Hillsboro, Texas. The RFP solicits proposals for facility space to serve six counties (Bosque, Falls, Freestone, Hill, Limestone, and McLennan) with employment-related services, computerized resource labs, meeting spaces, and training capabilities. While the Board's current facility comprises 4,096 square feet, proposers may offer smaller spaces that meet operational needs. A mandatory virtual bidders' conference was scheduled for May 19, 2026, at 1:00 p.m. via Zoom, with written questions accepted until 5:00 p.m. that same day. Proposals must be submitted electronically by June 5, 2026, at 1:00 p.m., with evaluation occurring June 5-15, 2026, and award notification expected June 18, 2026. The facility must be ready for occupancy no later than August 1, 2026. The Board reserves the right to renew the lease annually for five years with an additional five-year renewal option, for a maximum ten-year term.
Proposals will be evaluated on a 100-point scale based on facility suitability (40 points), reasonableness of cost (35 points), value-added amenities (10 points), and property management experience (15 points), with a minimum aggregate score of 75 points required. Cost evaluation factors include the proposed base lease rate, escalation clauses, utility provisions, maintenance and repair responsibilities, insurance requirements, and relocation costs; proposers may voluntarily offer to pay for all or a portion of moving costs. Site visits may be included in the evaluation process. Proposals must include floor plans and pictures, at least three references demonstrating lease terms of at least five years, and full compliance documentation including debarment certifications, drug-free workplace certifications, lobbying certifications, and conflict of interest disclosures. The facility must comply with Texas Accessibility Standards and Americans with Disabilities Act requirements and be located in properly zoned areas with proximity to major thoroughfares and public transportation. No set-aside designations or restrictions are specified. Funding is contingent upon actual receipt of funds from the Texas Workforce Commission and the U.S. Department of Labor, with no specific budget range listed.

Questions & Answers
(including bidder’s conference)
Question 1: Are the only changes to the RFP, the date of May 19, 2024, for sending questions?
Answer: Yes, that is the only change.
Question 2: What is the minimum space required?
Answer: We do not have a minimum square footage in mind.
Question 3: What capacity is needed? Will it replace the square footage of the existing space?
Answer: Our current space is 4,096 square feet, however a smaller space could also accommodate our needs.
Question 4: What are you talking about with the relocation cost? Are you looking for quote from us?
Answer: The cost of moving locations will be factored in to the evaluations of any proposals received. Moving costs are not something that the proposer needs to provide unless they are offering to pay for all or a portion of moving costs. In that case, please add that information to your proposal, and it will be considered.
Question 6: Is there an evaluation process and will you come out to look at space?
Answer: Yes, site visits may be included in the evaluation process.
Question 7: Are pictures needed or just floor plan?
Answer: Pictures can be provided in addition to a floor plan.
