About this opportunity
Texas State Technical College (TSTC) has issued Request for Information (RFI) #1154433, posted April 1, 2026, with responses due by April 30, 2026. This RFI seeks qualified suppliers to provide information regarding cloud-based Salary Benchmarking and Total Rewards Software solutions designed to enhance TSTC's compensation strategy and human resources management. The procurement addresses eleven critical areas: solution overview and differentiators, market benchmarking and third-party survey integration capabilities, internal equity and compensation analytics functionality, artificial intelligence capabilities including job description matching and role similarity scoring, job architecture and classification tools, total rewards visualization features, filtering and grouping of peer institutions, integration capabilities with Workday, implementation timelines and support models, security and compliance frameworks, and contracting and licensing models. TSTC is seeking to serve its organization of approximately 2,000 employees across multiple campuses and currently utilizes Workday as its Human Capital Management (HCM) system. The institution specifically encourages suppliers to demonstrate support for third-party salary surveys including CUPA-HR, Mercer, Radford, and Culpepper, as well as predictive analytics capabilities such as market movement forecasting and attrition risk indicators. All responses must be submitted exclusively through TSTC's Strategic Sourcing portal at https://texas-state-technical-college.public-portal.us.workdayspend.com/ by April 30, 2026; email submissions will not be accepted. Prospective suppliers should register early in the portal and direct technical assistance requests to solicitations@tstc.edu, with all substantive inquiries to be posted on the event's Q&A Board within the portal.
This RFI is issued for planning and informational purposes only and does not constitute a formal solicitation for pricing or a commitment to issue a subsequent procurement. The documentation does not specify set-aside designations, restrictions on organizational types, disadvantaged enterprise requirements, incumbent vendors, award values, or budget ranges. Any future solution must integrate seamlessly with TSTC's existing Workday HCM platform infrastructure. Responses to this RFI do not create any right or expectation to be selected for a future solicitation, and TSTC reserves the right to use information obtained through this RFI in preparing any subsequent solicitation. Proprietary information submitted in responses will be subject to disclosure under the Texas Public Information Act. Interested suppliers should note that specific details regarding contract terms, renewal options, award dates, and other financial arrangements will be reserved for complete solicitation documents if and when TSTC proceeds with a formal procurement.
