About this file

This is a Request for Information (RFI) issued by Texas State Technical College (TSTC), a state-supported two-year technical higher education institution serving multiple campuses across Texas. TSTC is seeking information from qualified suppliers regarding cloud-based Salary Benchmarking and Total Rewards Software solutions. The RFI is for planning and informational purposes only and does not constitute a formal solicitation for pricing or a commitment to issue a subsequent procurement. Suppliers must submit responses through Workday Strategic Sourcing by the date specified in the system. The requested information addresses eleven key areas: solution overview and differentiators, market benchmarking and third-party survey integration capabilities, internal equity and compensation analytics functionality, AI capabilities including job description matching and role similarity scoring, job architecture and classification tools, total rewards visualization features, filtering and grouping of peer institutions by various metrics, integration capabilities with Workday, implementation timelines and support models, security and compliance frameworks, and contracting and licensing models.

TSTC currently utilizes Workday as its Human Capital Management (HCM) system and anticipates that any future solution would integrate with this platform. The institution is seeking to enhance its compensation strategy through improved market benchmarking, internal equity analysis, classification management, and total rewards visualization for an organization with approximately 2,000 employees. Suppliers are encouraged to provide information on their support for third-party salary surveys such as CUPA-HR, Mercer, Radford, and Culpepper, as well as predictive analytics capabilities including market movement forecasting and attrition risk indicators. Responses to this RFI do not create any right or expectation to be selected for a future solicitation, and TSTC reserves the right to use information obtained through this RFI in preparing any subsequent solicitation. Proprietary information submitted in responses will be subject to disclosure under the Texas Public Information Act.
