About this opportunity

The City of Ocala has issued an Invitation to Bid (ITB# PWD/240905) for stormwater grounds maintenance services specifically targeting the Northwest section of the city. The procurement seeks an experienced contractor to provide comprehensive maintenance for 56 drainage retention areas (DRAs) and 8 ditchline locations, requiring all necessary labor, equipment, tools, and materials for professional grounds maintenance. Contractors must demonstrate at least five years of grounds maintenance experience and possess certifications including FDOT Temporary Traffic Control and Florida Right-of-Way Pesticide License. A mandatory pre-bid meeting was scheduled for February 11, 2025, at 1805 NE 30th Avenue, Building 300, in Ocala, Florida, with attendance required for bid responsiveness. The contract will be awarded to the lowest responsive and responsible bidder based on total line item pricing, with a three-year initial term and options for two additional one-year renewals. Bidders must coordinate directly with City Project Managers Brian Herrick and Dan Slivka, providing a valid telephone number and email for communication during normal working hours. Specific maintenance requirements include precise mowing of top and slope areas, weeding around structures, edging sidewalks and curbing, and managing overgrown vegetation.

No specific set-aside designations or restrictions for disadvantaged enterprises were explicitly mentioned in the procurement documents. The contract allows for potential annual price increases up to 3% based on the Consumer Price Index for Urban Consumers (CPI-U), with increase requests required at least 90 days before the end of the initial or renewal term. Contractors must maintain comprehensive insurance coverage, including $1 million per occurrence and $2 million aggregate Commercial General Liability, Commercial Automotive Liability, and Workers' Compensation insurance. Firms currently holding contracts for other city section maintenance (Northeast, Southeast, or Southwest) are ineligible to bid on this solicitation. While specific budget ranges were not detailed, the contract covers extensive grounds maintenance across multiple drainage retention areas, suggesting a substantial service contract. Bidders must submit their price proposals in Excel format, with the city reserving the right to evaluate and select the most advantageous proposal based on responsiveness, responsibility, and pricing.
