About this opportunity
The Douglasville–Douglas County Water and Sewer Authority is soliciting sealed bids for the Northside WWTP Aeration Basin Improvements Project under IFB #259, with bids due August 10, 2022 at 2:00 p.m. and a pre-bid conference scheduled for July 27, 2022 at the Authority's Administrative Offices in Douglasville, Georgia.
Prospective bidders must hold a current Georgia Utility Contractors License and be on, or promptly qualify for inclusion on, the Authority's Approved Contractor List without restriction or probationary status.
The scope is a turn-key project requiring minimal Authority involvement. Work includes installation of owner-furnished aeration equipment (mixers, blowers, variable frequency drives, and control panels) in two oxidation ditches; conversion of existing mixer mounting from float type to bridge-mounted configuration; construction of concrete walkways and a canopy structure for the aeration equipment control panel; installation of Return Activated Sludge weir gates with guardrails and stairs for manual flow control from secondary clarifiers; and associated electrical and site work. At least one aeration basin must remain in service during construction. The Authority will handle initial basin dewatering, flushing, and washing; contractors are responsible for removing remaining liquids and solids. Contractors must coordinate equipment startup and testing and obtain a Certificate of Proper Installation and Equipment O&M Manual from the equipment supplier. All work is performed within Authority easements and public right-of-way; all necessary permits and rights-of-way have been obtained.
Sol Construction, LLC was awarded the contract for $525,000. Bid security of 5% of the total bid price must accompany each submission as a certified check, bid bond, or irrevocable letter of credit. Bid documents are available exclusively in digital form through QuestCDN.com (eBidDoc #8241156) for a $15.00 fee. The Authority reserves the right to award to the lowest responsible and responsive bidder or reject all bids. Addendum #1 was issued July 29, 2022 (drawing revisions and Q&A clarifications); Addendum #2 was issued August 4, 2022 (basin dewatering, equipment delivery timing, and contractor responsibilities).
