About this file
This is Addendum No. 2 to an Invitation for Bids (IFB#259) issued by the Douglasville-Douglas County Water and Sewer Authority in Georgia for the Northside WWTP Aeration Basin Improvements Project. The addendum, effective August 4, 2022, modifies the original IFB issued July 14, 2022, and clarifies contractor and owner responsibilities regarding basin dewatering, cleaning, and equipment installation. The project scope includes installation of owner-furnished aeration equipment (mixers, blowers, VFDs, and control panel) in two oxidation ditches, conversion of existing mixer mounting from float type to bridge mounted type, construction of walkways and canopy structures, installation of RAS weir gates with guardrails and stairs, and associated electrical and site work. Key operational requirements specify that at least one aeration basin must remain in service at all times, with one basin sufficient to treat plant flow during construction. The anticipated delivery date for aeration equipment is December 2022, and the Notice to Proceed (NTP) will be adjusted as needed to accommodate equipment delivery, though may not be delayed until equipment arrival as contractors are expected to complete multiple preliminary tasks.
The addendum clarifies that the Authority will handle initial basin dewatering, flushing, and washing, while contractors bear responsibility for removing any remaining liquids and solids and disposing of them at designated site locations. Contractors must coordinate and attend all equipment startup and testing activities and obtain a Certificate of Proper Installation and Equipment O&M Manual from the equipment supplier. The contract includes standard provisions for time extensions for delays caused by circumstances beyond the contractor's control, including delays in delivery of contractor-supplied materials such as gates. The pre-purchased aeration equipment is not included on the Bid Form. Acknowledgment of receipt of this addendum must be signed and included in bid submissions.

ADDENDUM NO. 2
August 4, 2022
The following is a listing of additions and clarifications, and/or modifications and responses to questions that were posed by prospective bidders for the above referenced project to the Invitation for Bids originally issued on July 14, 2022, as of the effective date of this Addendum:
PART 1- REVISIONS TO THE TECHNICAL SPECIFICATIONS
A. Specification Section 01 14 00 – Coordination with Owner’s Operations
a. Delete the following text from Section1.05/B:
4. Owner will assist Contractor in dewatering process tanks, basins, conduits, and other work areas to be dewatered for shutdowns. Maintain clean and dry work area by pumping and properly disposing of fluid that accumulates in work areas.
5. Draining and Cleaning of Conduits, Tanks, and Basins: Unless otherwise specified, Owner will dewater process tanks and basins at beginning of each shutdown. Owner will flush and wash down tanks and basins with plant non-potable water. Draining and cleaning conducted by Contractor shall be as specified below:
a. Contractor shall remove liquids and solids and dispose of them at appropriate location at the Site as directed by Engineer. Contents of pipes, tanks, basins, and conduits undergoing modifications shall be transferred to existing process tanks or conduits at the Site with capacity sufficient to accept such discharges, using hoses, piping, pumps, or other means provided by Contractor. Discharge of fluids across floors is not allowed.
b. If drainage point is not available on the piping or conduit to be drained, provide a wet tap using tapping saddle and valve or other method approved by Engineer. Uncontrolled spillage of pipe’s or conduit’s contents is not allowed.
c. Spillage shall be brought to Engineer’s attention immediately, both verbally and in writing, and reported in accordance with Laws and
Regulations. Contractor shall wash down spillage to floor drains or sumps and flush the system to prevent clogging and odors. If spillage is not suitable for discharge to the drainage system, such as chemical spills, as determined by Engineer, Contractor shall remove spillage by other method, such as vactor truck, acceptable to Engineer.
PART 2 - REVISIONS TO THE DRAWINGS
A. None in this Addendum
All other terms and conditions of the DRAWINGS and SPECIFICATIONS remain unchanged.
PART 3 – QUESTIONS AND ANSWERS
The following QUESTIONS and ANSWERS shall be incorporated into the PROJECT MANUAL for the above-referenced project:
Q1: Specification Section 01 14 00. B.5 states the Owner will dewater, flush, and wash down the basins yet the section goes on to say the contractor must dispose of liquids and solids. Will the basins be clean and dry for the contractor? If the Contractor is responsible for cleaning the structures, will the Owner take debris from the basin? If sludge or grit is removed from the basin, can it be placed in the Owner's drying beds?
A1: See revision to Specification Section 01 14 00/A above for clarification. The Owner will clean the basins.
Q2: Is there an allowable duration each basin may be out of service or is one basin sufficient for plant operation and capacity requirements?
A2: At least one aeration basin must be in service at all times. One basin is sufficient to treat plant flow during construction.
Q3: What is the anticipated delivery date of the Owner provided equipment?
A3: Aeration Industries has indicated they are targeting December 2022.
Q4: What are the Contractor's responsibilities and requirements with regard to Owner-provided equipment beyond unloading and correct installation?
A4: The Contractor shall be responsible for installing the equipment as required by the
Equipment Supplier and as shown on the Drawings. The Contractor shall coordinate, attend, and assist in all aspects of equipment startup and testing, and be responsible for obtaining a
Certificate of Proper Installation and Equipment O&M Manual from the Equipment Supplier.
Q5: Will the NTP be issued after receipt of Owner-provided equipment?
A5: It is not the intent of the contract’s time for performance (as defined in the Special
Conditions) to be contingent on the delivery schedule of Owner-provided equipment. The estimated delivery date for the Aeration Equipment is December 2022. The contract NTP will be adjusted as needed to accommodate the equipment delivery; however, the NTP may not necessarily be delayed until the Aeration Equipment is delivered, as it is anticipated that the
Contractor will have multiple tasks to complete prior to said delivery.
Q6: Will the Owner extend the contract time if delivery of contractor supplied materials, for instance the gates, exceed the contact time?
A6: As provided in General Conditions, Section 5, Item D Extension of Time, ‘If delays are caused by… other contingencies clearly beyond the control of responsibility of the Contractor, the Contractor shall be entitled to a reasonable time extension to perform and complete this
Contract.’
Q7: Is the equipment listed on the Bid Form?
A7: The equipment has been pre-purchased and is not listed on the Bid Form.
Q8: What, if anything, needs to be done in the existing panel on drawing E003? Please clarify the scope of demo shown on that drawing.
A8: The DEMO shown on the drawing involves removing the wiring that powers the temporary aeration system. The other work inside the panel is described by Note 1.
