About this opportunity
The North Central Texas Council of Governments (NCTCOG) is conducting a Call for Projects to select public sector properties for electric vehicle (EV) charging station installation across a 16-county region in Texas, which includes Tarrant County. Through a $15 million Federal Highway Administration (FHWA) Charging and Fueling Infrastructure Community grant, NCTCOG aims to deploy up to 100 EV charging ports on public properties. Eligible applicants include local governments, transit agencies, school districts, and public colleges or universities within the designated region. The procurement seeks comprehensive proposals that detail proposed charging station locations, charger specifications (Level 2 and DC Fast Charging), site readiness, environmental compliance, and public engagement strategies. Evaluation criteria will assess areas with insufficient charging infrastructure (up to 60 points), potential demand and fleet utilization (up to 20 points), public engagement (up to 10 points), and project feasibility and risk mitigation (up to 10 points). The application deadline is October 31, 2025, at 5:00 p.m. Central Time, with staff award recommendations targeted for November 26, 2025, and executive board authorization anticipated by February 26, 2026. Kimley-Horn and Associates, Inc. has been procured as the Deployment Dream Team to provide technical assistance to applicants throughout the application and implementation process.
The procurement is specifically restricted to public sector entities within the NCTCOG region, with no specific set-aside designations for disadvantaged enterprises mentioned. NCTCOG will provide federal grant funding covering up to 80 percent of initial deployment capital costs and up to 20 percent of operations and maintenance costs, with private sector charging vendors providing the remaining financial shares. The total available federal funding ranges between $12 million and $15 million, with specific funding pools reserved for counties including Erath, Palo Pinto, Navarro, and Somervell, pending FHWA approval. All proposed chargers must be located on applicant-owned property and will be purchased and installed by NCTCOG-procured vendors, with a mandatory five-year operations and maintenance period. Applicants must demonstrate financial capacity to fund the federal 80% share of project costs before reimbursement and cannot combine this grant funding with other federal funding sources, Texas Emissions Reduction Plan funds, or Texas Volkswagen Environmental Mitigation Program funds. The project requires compliance with National Environmental Policy Act (NEPA) categorical exclusion requirements, accessibility standards, and Federal Highway Administration requirements under 23 CFR Part 680.
