About this file

This is an application form and submission instructions document for the North Texas Electric Vehicle Infrastructure Call for Projects, administered by the North Central Texas Council of Governments (NCTCOG). The program solicits applications from public sector entities within the 16-county NCTCOG region in Texas to install electric vehicle charging stations on publicly owned property. Applicants must submit completed applications that include detailed information about proposed charging station locations, equipment specifications, site descriptions, and project feasibility assessments. The application requires documentation of charger specifications (Level 2 and DC fast charging ports), site readiness, environmental compliance, and public engagement efforts. Applications must include certifications that all proposed activities comply with Federal Highway Administration requirements under 23 CFR Part 680, that chargers will be publicly accessible, and that proposed activities have not already been completed. The application process is supported by NCTCOG's procured consultant, Kimley-Horn and Associates, Inc., known as the Deployment Dream Team, which provides technical assistance to applicants.

NCTCOG received $15 million in federal funding from the Federal Highway Administration's Charging and Fueling Infrastructure Community grant program to support the installation of up to 100 EV charging ports on public property throughout the region. All proposed chargers must be located on applicant-owned property, purchased and installed by NCTCOG-procured vendors, and maintained for a five-year operations and maintenance period. Applicants must demonstrate financial capacity to fund the federal 80% share of project costs prior to requesting reimbursement, and grant funding cannot be combined with other federal funding sources, Texas Emissions Reduction Plan funds, or Texas Volkswagen Environmental Mitigation Program funds. The application evaluation criteria include assessment of areas with insufficient existing charging infrastructure, potential demand and fleet utilization opportunities, public engagement and feedback, and project feasibility including safety and resiliency features. Applicants are encouraged to adopt NCTCOG's Clean Fleet Policy to strengthen their scoring in the demand assessment category.
