About this opportunity

The Greater Orlando Aviation Authority (GOAA) is seeking competitive proposals for the North Terminal Complex (NTC) Concessions - Package 6, specifically for retail concession operations at Orlando International Airport. The procurement involves two specialty retail or spa concession spaces: a 307-square-foot location in Airside 2 and a 500-1,053 square-foot location in the Landside area. The primary objective is to provide innovative, visually appealing, and modern concession concepts that exceed traveler expectations and position the airport as a memorable destination. Proposers must offer concepts for retail or spa services, including cosmetics, skin and hair care products, apparel, accessories, or typical spa services. Key evaluation criteria include demonstrated experience, customer service quality, concept innovation, concession improvements, and financial return to the Aviation Authority. The RFP timeline includes a release date of June 13, 2024, a pre-solicitation meeting on June 27, 2024, a proposal submission deadline of September 5, 2024, and tentative board approval on October 16, 2024. Proposers must submit a percentage of gross receipts fee (minimum 10%) and demonstrate the ability to meet specific operational requirements.

The contract includes a significant Airport Concessions Disadvantaged Business Enterprise (ACDBE) participation goal of 20% of total anticipated concession revenues. Proposers must commit to a minimum capital investment of $500 per square foot for concession space improvements and comply with strict sustainability requirements, including contactless payment options and environmentally friendly packaging. The lease term is 10 years, with an initial Minimum Annual Concession Fee of $30,000, calculated as the greater of a minimum annual fee or a percentage of gross receipts. Specific restrictions prohibit selling gum, popcorn, most theme park merchandise, and alcoholic beverages. The total leasable retail space for this package is approximately 1,360 square feet, with historical sales data from previous concessionaires showing annual revenues ranging from $631,341 to $1,716,772. The airport's recent passenger traffic of 57,735,726 in 2023 and ongoing infrastructure developments, including the $2.8 billion Terminal C project, suggest a robust market potential for the selected concessionaires.
