About this opportunity
The City of Lubbock, Texas, in partnership with Henderson County, is seeking a qualified contractor to provide landscape maintenance and bird mitigation services for the North Overton Public Improvement District through Request for Proposals (RFP) 26-19643-KM. The scope of work encompasses comprehensive turf maintenance, tree care, irrigation system management, seasonal color plant installation and maintenance, planting bed upkeep, hardscape cleaning, trash receptacle maintenance, backflow assembly testing, and bird mitigation services with a specific focus on grackle deterrence and sanitation. The contractor must provide all labor, tools, transportation, materials, and equipment necessary to complete the work according to specifications, with compensation based on unit pricing applied to completed and accepted landscaped areas. The contract term is one year with four optional one-year renewals, automatically renewing unless either party provides 90-day written notice of termination. Work will be performed Monday through Friday, 6:00 a.m. to 6:00 p.m., with mowing operations estimated at 29 cycles per calendar year. The pre-proposal meeting is scheduled for May 5, 2026, at 11:00 a.m. via Zoom teleconference, and sealed proposals must be submitted by May 14, 2026, at 3:00 p.m., either electronically through the Bonfire portal or in hard copy to the Director of Purchasing and Contract Management. Proposals will be evaluated based on qualifications and experience (50 points), project approach and management methodology (20 points), and price (30 points), with pricing proposals compared using a formula weighting lowest price at 30 points of the total evaluation score. Prices are guaranteed for six months from City approval, after which adjustments may be made based on the Consumer Price Index or Product Price Index at the City's discretion, with quarterly documentation required to justify ongoing adjustments. Required qualifications include maintaining comprehensive insurance coverage with $1,000,000 general liability, $1,000,000 automobile liability, statutory workers' compensation, and $500,000/$1,000,000 pollution liability, and submitting three professional references from current customers with similar project experience.
The RFP documentation does not identify any specific set-asides for disadvantaged enterprises or restrictions limiting the types of organizations eligible to respond. No incumbent vendors or current contractors are identified in the procurement materials. Bidders must submit numerous mandatory compliance documents with their proposals, including a Business Questionnaire, Non-Collusion Affidavit, Contact Person Form, Reference Form, Vendor Acknowledgement Form, Conflict of Interest Questionnaire, and Insurance Affidavit, with all forms requiring completion within specified timeframes and valid insurance certificates required within ten business days of contract award notification. The procurement materials do not specify a total contract value or budget range for the award. All contractors are required to maintain valid insurance within ten business days of award notification, with failure to meet this requirement potentially resulting in bid rejection and contract award to an alternative contractor.
