About this opportunity
Palm Beach County's Facilities Development and Operations Department Capital Improvement Division is soliciting competitive bids for the North County Government Center Card-Access Repair & Replace project (2022-007283), a technology upgrade and replacement initiative. The project involves comprehensive removal of the existing Sielox card access system and installation of a new Lenel-based access control system at the North County Government Center located at 3188 PGA Boulevard, Palm Beach Gardens, Florida. Deliverables include removal of all legacy Sielox components (desktop, monitors, card access panels, power supplies), replacement of seven Assa Abloy wireless card readers with wired alternatives, installation of new Lenel Access Panels with Intelligent Controllers, installation of new card readers at multiple locations, replacement of magnetic locks on exterior doors with crash bars equipped with Delay Egress Units, removal of interior magnetic locks from corridor-to-stairwell doors, installation of door position switches on stairwell roof doors, provision of a desktop computer with Lenel Card Access Client at the security desk, and installation of ten panic buttons throughout the facility. All work must comply with PBC ESS Card Access Specification Section 28 1300 and the 2017 Florida Building Code and Fire Prevention Code, with cabling properly labeled and plenum-rated where required. Prospective bidders must be pre-qualified under Palm Beach County's Annual Contract for Low Voltage services and must submit qualification applications at least ten days before the bid due date. All contractors must obtain a Criminal Justice Information Facilities Background Check and Palm Beach County badge prior to bid submission. The original bid deadline of December 29, 2022, was extended via Addendum Two to January 26, 2023, at 2:00 p.m., with a mandatory pre-bid meeting held on December 8, 2022, at 10:00 a.m. at the project location. Written questions must be submitted to FDO-CID-Bids@pbcgov.org at least seven calendar days prior to the bid due date. The contractor must substantially complete work within 180 calendar days from notice to proceed, with work hours limited to 8:00 a.m. to 5:00 p.m., Monday through Friday, and liquidated damages assessed at $120 per day for failure to meet the substantial completion deadline.
This procurement is subject to Palm Beach County's Equal Business Opportunity Program requirements, including compliance with Affirmative Procurement Initiatives that establish Small Business Enterprise (SBE) sheltered market awards for work orders of $100,000 and below and a 10 percent price preference for certified SBEs in single-trade construction categories. Bid security and a public construction bond are required if the bid amount exceeds $200,000, with bid security set at a minimum of five percent of the bid price and the public construction bond at 100 percent of the work order amount. The project is replacing the legacy Sielox card access system and Pro-watch card access system currently in operation, with the Palm Beach Sheriff's Office able to function with keys for one to two days during system cutover to the new Lenel system. All Lenel programming and installation must be completed by an authorized Lenel dealer and installer, with programming conducted either on-site or at Palm Beach County's ESS facility in West Palm Beach. A 12-month warranty is required on all equipment, materials, and labor from substantial completion, and the successful bidder must execute the work order and provide required insurance certificates and public construction bond within 14 days of notification of award. The specific project budget or award value is not disclosed in the publicly available bid documents, though the requirement for bid security and bonding at thresholds exceeding $200,000 suggests a project cost in excess of that amount.
