About this file
This is a Scope of Work document for the North County Government Center Card-Access Repair & Replace project in Palm Beach County, Florida. The project requires comprehensive removal and replacement of the existing Sielox card access system with a new Lenel-based access control system. Key deliverables include removing all legacy Sielox components (desktop, monitors, card access panels, power supplies, and related hardware), replacing seven Assa Abloy wireless card readers with wired alternatives, installing new Lenel Access Panels with Intelligent Controllers, and upgrading door hardware and electronic locks throughout the facility. The scope specifies installation of new card readers at multiple locations, replacement of magnetic locks on exterior doors with crash bars equipped with Delay Egress Units (DEU), removal of interior magnetic locks from corridor-to-stairwell doors, installation of door position switches on stairwell roof doors, and provision of a desktop computer with Lenel Card Access Client at the security desk. Additionally, the project includes installation of ten panic buttons at various locations including victim services, elections, clerk safe, tax collector, and courtroom areas. All work must be completed according to PBC ESS Card Access Specification Section 28 1300 and in compliance with 2017 Florida Building Code and Fire Prevention Code requirements for delayed egress locking systems.
The document specifies that all Lenel programming and installation must be completed by an authorized Lenel dealer and installer, with programming conducted either on-site or at Palm Beach County's ESS facility in West Palm Beach. All card access cabling must be labeled at both ends with door location identification, and wiring must meet or exceed manufacturer specifications with plenum-rated cabling required where not installed in conduit. The delayed egress locking system must be configured to allow passage within 15 seconds of pressure applied to exit devices, with card reader operation providing immediate unlock capabilities and alarm notifications to the system GUI. The document does not include pricing information, contract term details, set-asides, incumbent information, or funding sources.
