About this opportunity
The North Carolina Department of Public Safety is requesting sealed bids for construction services at the Cabarrus Youth Development Center (SCO-25-30005-01A), with bids due November 17, 2026 at 11:00 a.m. and a mandatory pre-bid meeting on October 28, 2026 at 10:00 a.m. at the project site (850 Holshouser Road, Concord, NC 28027); failure to attend disqualifies bidders.
The scope encompasses installation of a new Building Automation System, a new smoke control system integrated with the existing fire alarm system, and a new fire alarm panel at the YDC facility. Two alternates are included: Alternate P1 for replacement of domestic hot water heaters at the YDC facility and Alternate P2 for hot water heater replacement at the adjacent Juvenile Detention Center. A preferred brand alternate for HVAC controls (Distech ECY Series) is being considered for standardization and owner familiarity.
The general contractor must hold an Unlimited license classification under North Carolina General Statutes Chapter 87, Article 1. Properly licensed plumbing, mechanical, and electrical contractors may serve as single prime contractors provided their work does not exceed 25% of total construction value.
All proposals must be submitted as lump sum bids for a single prime contract. A cash deposit or certified check equal to 5% of the proposal amount, or a bid bond of 5%, is required with each submission. Performance and payment bonds equal to 100% of the contract price will be required upon award. Payment will be made based on 95% of monthly estimates with final payment upon completion and acceptance of work. Bids may not be withdrawn for 60 days following the scheduled closing time. Questions are due prior to bid opening; the designer is Remington and Vernick Engineers, and project management is handled by John Sloan at NCDPS Engineering.
Hard copies must be received in Raleigh by 3:00 p.m. on November 16, 2026.
