A mandatory pre-bid meeting is scheduled for 10:00 AM on Wednesday, October 28, 2026, at the project site located at 850 Holshouser Road, Concord, NC 28027. Failure to attend this meeting will disqualify bidders from participating. Sealed proposals will be received until 11:00 AM on Tuesday, November 17, 2026, and may be submitted either at the project site or to the NCDPS Engineering office in Raleigh, care of John Sloan, with hard copies delivered to Raleigh requiring receipt by 3:00 PM on the day prior to bid opening.
All proposals must be submitted as lump sum bids for a single prime contract. A cash deposit or certified check equal to five percent (5%) of the proposal amount, or alternatively a bid bond of five percent (5%), is required with each submission. Performance and payment bonds equal to one hundred percent (100%) of the contract price will be required upon award. Payment will be made based on ninety-five percent (95%) of monthly estimates with final payment upon completion and acceptance of work. The general contractor must hold an Unlimited license classification under North Carolina General Statutes Chapter 87, Article 1, with an exception allowing properly licensed plumbing, mechanical, and electrical contractors to serve as single prime contractors when their work does not exceed 25% of total construction value. A preferred brand alternate for HVAC controls—Distech ECY Series—is being considered for standardization and owner familiarity purposes. Bids may not be withdrawn for sixty (60) days following the scheduled closing time. The designer is Remington and Vernick Engineers, with project management handled by John Sloan at NCDPS Engineering.
