About this opportunity

Jackson County Intermediate School District (JCISD) is requesting proposals for design, installation, and configuration of an integrated PA and bell system across four North Campus locations, with proposals due September 18, 2026 at 11:59 a.m. and a mandatory pre-bid meeting and site visit on September 4, 2026 at 1:00 p.m. at Torrant Center.

The scope spans Lyle Torrant Center (1175 W Parnall Rd), Kit Young Center (1185 W Parnall Rd), Jackson County ISD Transportation (1161 W. Parnall), and Scott House (3313 Lansing Ave), all in the Kalamazoo County / Huntington Woods City area of Michigan. The system must support five programmable zones, two-way intercom capability from each classroom to the office, multiple bell schedules, announcements compatible with Cisco Webex Calling, integration readiness with Informacast, and backup microphone functionality. The primary preference is Telecor IP, though alternative solutions meeting specifications are considered. The vendor bears responsibility for all structured cabling (Cat6a or better), plenum-rated cable, speaker installation and mounting, pathway installation, permits and inspections, electrical coordination, and removal of existing systems. Deliverables include comprehensive documentation, schematics, wire path maps, speaker location maps, training for at least ten employees in two sessions minimum, UPS options for 15 and 30-minute runtime, and one-year manufacturer warranties on all equipment with vendor responsibility for defect correction. All materials must be new and procured through authorized vendor channels, with equipment not carrying an announced end-of-life or end-of-sale date.

Vendors must submit an Election to Bid Form by September 3, 2026 at 1:00 p.m. and proof of authorized reseller status, manufacturing specification sheets, and bid bonds or 10 percent checks. Technical questions are due September 9, 2026 at 11:59 a.m. Proposal pricing must remain binding for 180 business days and labor rates for the contract duration. The customer will not accept time-and-materials quotes and reserves the right to modify quantities at the proposed unit price. Board approval is anticipated October 20, 2026, with purchase order award expected October 21, 2026. Background checks are required for all assigned personnel, with costs borne by the vendor. JCISD is exempt from sales and use taxes as a non-taxable educational entity.
