About this opportunity

Sacramento County's Department of Waste Management & Recycling is seeking a contractor for the North Area EV Charging Infrastructure - Phase 1 project, spanning Sacramento County and San Francisco City. The procurement involves comprehensive electrical infrastructure upgrades at 4450 Roseville Road in North Highlands, California, specifically focused on demolishing existing site elements and installing three new Level 3 electric vehicle charging stations. Contractors must hold a Class A or B with C-10 license and be registered with the California Department of Industrial Relations, with at least one electrician per work crew holding an Electric Vehicle Infrastructure Training Program (EVITP) certification. The project requires installing ABB Terra 54 and Terra 124 charging stations, performing trenching, installing electrical and data conduits and pullboxes, and modifying existing electrical infrastructure. The solicitation was posted on February 18, 2025, with a non-mandatory pre-bid meeting scheduled for July 18, 2024, at the North Area Recovery Station, and electronic bid submissions due by August 15, 2024, at 2:00 pm. The project has an estimated construction cost of $1,480,000.00 and a projected completion time of 160 calendar days.

The contract opportunity includes several non-discrimination and civil rights requirements, mandating compliance with federal statutes including the Civil Rights Act of 1964, Rehabilitation Act of 1973, and Americans with Disabilities Act. Contractors must submit a bid guarantee of at least 10% of the total bid, with payment and performance bonds required for 100% of the contract price. Additional submission requirements include a non-collusion declaration, subcontractor designation, Iran Contracting Act disclosure, and verification of business type and licensing information. The project is subject to prevailing wage requirements and will be funded through federal-aid mechanisms, as evidenced by the attached FHWA Form 1273 and Title VI Assurances documentation. Liquidated damages are set at $500 per calendar day for delays beyond the contract completion date. While no specific set-aside designations for disadvantaged enterprises are explicitly stated, the comprehensive non-discrimination clauses suggest a commitment to equitable contracting practices. The existing electrical infrastructure includes a 600A at 480V switchboard with a current peak demand of 51.336 kW, which will be expanded to accommodate the new EV charging stations.
